Amends the Freedom of Information Act. Exempts from inspection and copying under the Act information that is exempted from disclosure under the provision concerning confidentiality of the Risk Management and Own Risk and Solvency Assessment Law of the Illinois Insurance Code. Amends the Illinois Insurance Code. Creates a new Article which may be cited as the Risk Management and Own Risk and Solvency Assessment Law. Provides that an insurer shall maintain a risk management framework to assist the insurer with identifying, assessing, monitoring, managing, and reporting on its material and relevant risks and that the requirement may be satisfied if the insurance group of which the insurer is a member maintains a risk management framework applicable to the operations of the insurer. Provides that an insurer, or the insurance group of which the insurer is a member, shall regularly conduct an own risk and solvency assessment (ORSA) consistent with a process comparable to the ORSA Guidance Manual. Requires that the ORSA be conducted no less than annually but also at any time when there are significant changes to the risk profile of the insurer or the insurance group of which the insurer is a member. Provides that upon the Director of Insurance's request, and no more than once each year, an insurer shall submit to the Director an ORSA summary report or any combination of reports that together contain the information described in the ORSA Guidance Manual, applicable to the insurer and the insurance group of which it is a member. Sets forth provisions concerning the ORSA summary report and the contents of the ORSA summary report; exemption; confidentiality; and sanctions. Makes other changes. Contains a severability provision. Effective January 1, 2015.
Amends the Illinois Dead Animal Disposal Act. Defines "grease and oil collector" and "grease and oil processor". Provides that a grease and oil processor license is a Class "H" license and that an application for an original Class "H" license and for the annual renewal of a Class "H" license shall be accompanied by a fee. Further provides that no person shall operate a vehicle used to transport used cooking grease or oil without a vehicle permit issued by the Department of Agriculture of the State of Illinois. Requires owners or operators of vehicles not owned by grease and oil processors to secure a permit through the licensed grease and oil processor to whom the used cooking grease and oil will be delivered. Requires that all permittees record each collection of used cooking grease and oil, give a receipt to every person from whom the permittee collects used cooking grease and oil, and that the permittee retain a copy of all such receipts until the used cooking grease and oil is delivered to its destination. Gives the Department authority to regulate the collection and processing of used cooking grease and oil. Removes a provision prohibiting the transportation of used cooking grease and oil into another state without a reciprocal agreement with the other state. Make other changes.
Amends the School Code. Provides that waivers may not be requested from laws, rules, and regulations pertaining to educator licensure (currently, teacher certification). Provides that it is the duty of the State Board of Education to maintain a division of audits whose duty it shall be to establish a system to perform audits, on a sample basis, of all claims for state moneys relative to the public school system of Illinois. Deletes provisions regarding the comprehensive educational plan and replaces it with provisions that the State Board of Education shall annually submit a budget recommendation to the Governor and General Assembly that contains recommendations for funding for pre-school through grade 12. Repeals a Section of the Code regarding alcohol and substance abuse education programs. Makes other changes to the Code. Amends the Charter Schools Law of the School Code. Provides that in all new applications (instead of in all new applications submitted to the State Board of Education or a school board) to establish a charter school in Chicago, operation shall be limited to one campus. Makes changes concerning charter school referendums, submission of charter school proposals, appeals, the payment of funding, the provision of technical assistance, and transition impact aid. Repeals the Chicago Community Schools Study Commission Act, the Education Cost-Effectiveness Agenda Act, and the Conservation Education Act. Effective July 1, 2014.
Amends the State Finance Act. Provides for transfers from certain funds into the Audit Expense Fund. Effective immediately.
Amends the Great Lakes-St. Lawrence River Basin Water Resources Compact Act. Makes a technical change in a Section concerning the short title.
Urges Congress and the President of the United States to reauthorize the Terrorism Risk Insurance Program.
Proposes to amend the General Provisions Article of the Illinois Constitution. Provides that certain taxes and fees levied for the Road Fund are private funds held in trust by the legislature, and are protected from fund sweeps. Effective upon being declared adopted.
