Amends the Illinois Vehicle Code. Provides that local authorities include road district highway commissioners having authority to enact laws relating to traffic. Makes corresponding changes in other provisions. Effective immediately.

Amends the Criminal Code of 1961. Makes a technical change in a Section relating to the applicability of the common law.
Amends the Park District Code. Provides that no park district may discharge any employee of a park district child care facility or deny any applicant employment at a park district child care facility on the basis of a prior conviction for a drug offense if certain requirements are met.
Amends the Illinois Vehicle Code. Provides that students may be transported in a second division vehicle for agrarian related school activities.
Amends the Open Meetings Act. Provides that, for the purposes of the Act, "public body" does not include a Metropolitan Enforcement Group (MEG) Policy Board or any combination of law enforcement agencies established to enforce the penal laws of the State. Effective immediately.
Amends the Illinois Speech-Language Pathology and Audiology Practice Act. Provides that, until September 30, 2003, a person who has practiced for a minimum of 5 years as a program assistant shall be eligible to receive a license as a speech-language pathology assistant from the Department of Professional Regulation upon completion of forms prescribed by the Department and the payment of the required fee. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of a "severely or profoundly mentally retarded person".
Amends the Criminal Code of 1961. Makes a technical change in the Section relating to the offense of criminal sexual assaults.
Amends the Illinois Vehicle Code. Provides that any person convicted of or pleading guilty to driving under the influence of alcohol, drugs, or intoxicating compounds, including any person receiving a disposition of court supervision for the offense, shall be required by the court to attend a victim impact panel presented by one of several specified organizations.
Creates the Fire Department Promotion Act. Requires municipal fire departments and fire departments operated by a fire protection district to make promotions in accordance with the Act. Requires the preparation and publishing of promotion lists. Sets components that may be included in the promotion process. Sets requirements for written examinations, the award of seniority points, the award of ascertained merit points, subjective evaluations, and the award of veterans' preferences. Sets penalties for violations of the Act. Preempts home rule. Contains other provisions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
