Creates the Prohibition on Gender Reassignment Procedures Act. Sets forth findings. Defines terms. Provides that a health care provider shall not perform or offer to perform on a minor, or administer or offer to administer to a minor, a medical procedure if the performance or administration of the procedure is for the purpose of: (1) enabling the minor to identify with, or live as, a purported identity inconsistent with the minor's sex; or (2) treating purported discomfort or distress from a discordance between the minor's sex and asserted identity. Provides for a private right of action for a minor or a parent of a minor that was injured as a result of the Act and a right of action for the Attorney General. Provides that a violation constitutes a potential threat to public health, safety, and welfare and emergency action shall be taken by an alleged violator's appropriate regulatory authority. Provides that a minor upon whom a medical procedure is performed or administered must not be held liable for violating the Act. Makes other changes.
Amends the Property Tax Code. Provides that whether or not a county is subject to the Property Tax Extension Limitation Law, if that county has enjoyed, and continues to enjoy, an aggregate extension increase of not less than 4.5% per year, and this aggregate extension increase has been enjoyed and is enjoyed cumulatively and in compound fashion for a period of not less than 3 years, then in the fourth and in all succeeding years the county shall be subject to an aggregate extension limitation increase that shall not exceed 3% per year. Provides that an exception to this countywide aggregate extension increase of 3% per year shall be enjoyed by a county that successfully seeks approval by referendum from release from this cap on countywide aggregate extensions.

Amends the Medical Assistance Article and the Administration Article of the Illinois Public Aid Code. Removes a provision requiring the Department of Healthcare and Family Services to cover kidney transplantation services for noncitizens under the medical assistance program. Removes provisions permitting the Department to provide medical services to noncitizens 42 years of age and older. Removes a provision requiring the Department to cover immunosuppressive drugs and related services associated with post kidney transplant management for noncitizens. Removes provisions concerning the adoption of emergency rules and other matters regarding medical coverage or services for noncitizens.
Amends the Election Code. Requires Voters Identification Cards for those who do not have an acceptable photo ID. Sets forth requirements and exemptions. Provides that any person desiring to vote shall present to the judges of election for verification of the person's identity a government-issued photo identification card or his or her Voter Identification Card.
Creates the Educator Health Insurance Task Force to study the feasibility of creating regional health insurance purchasing pools of school districts accessible to all public educators in school districts that have a population of less than 500,000.
Condemns political violence and encourages the people of Illinois and the United States to engage in civil, respectful, and bipartisan political discussion and behavior.
Congratulates the Morrison High School boys track and field team, the Mustangs, on winning the 2024-2025 Illinois High School Association (IHSA) Class 1A State Championship. Wishes its members future success in their athletic and academic pursuits.
