GOOD SAM ACT-MEDICAL CLINICS

Amends the Illinois Good Samaritan Act. Provides that the immunity for civil damages provided for services performed without compensation at free medical clinics also applies to physicians and other health care professionals that provide medical treatment, diagnosis, or advice at federally qualified health care centers without fee or compensation. Makes changes in the definition of "free medical clinic".

ELEVATOR SAFETY-LMTD LICENSE

Amends the Elevator Safety and Regulation Act. Provides that the Administrator shall (now, may) issue a limited elevator contractor's license authorizing a firm or company that employs individuals to carry on a business of erecting, constructing, installing, altering, servicing, requiring, or maintaining certain items (now, just platform lifts and chairlifts). Makes a change concerning the qualifications for an elevator mechanic's license. Requires the Administrator to issue a limited elevator mechanic's license to a person who has demonstrated the ability to construct, install, alter, service, repair, or maintain certain items; makes corresponding changes. Effective immediately.

INJURY REPORTS - MED FACILITY

Amends the Criminal Identification Act. Expands the circumstances under which medical personnel must notify local law enforcement of injuries. Requires notification for injuries that reasonably appear to have resulted from stabbing. Provides that injuries that must be reported by medical personnel if sustained in the commission of or as a victim of a criminal offense, include, but are not limited to: death, head injury (skull fracture, brain damage, or bleeding in the brain, such as subdural hematoma or shaken-baby syndrome), internal injury, burning, scalding, poison or noxious substance exposure, bone fracture, sexual penetration, and any other physical injury suggestive of or related to sexual molestation or sexual exploitation. Provides that any hospital, physician, or nurse who willfully fails to notify the local law enforcement agency as required shall be reported to the appropriate professional organizations and the Department of Financial and Professional Regulation for disciplinary action and, for a first offense, is guilty of a Class A misdemeanor. Sets forth that any person who violates this reporting requirement a second or subsequent time commits a Class 4 felony. Effective immediately.

VEH CD-INS SAMPLES-REG MAIL

Amends the Illinois Vehicle Code. Provides that, in sending requests to randomly selected vehicle owners for insurance coverage information, the Secretary of State must use registered mail.

DHS-BLIND VENDOR PROGRAM

Creates the Blind Vendors Act. Provides that the Department of Human Services, Bureau of Blind Services, shall operate and promote the Business Enterprise Program for the Blind. Sets forth that the federal Randolph-Sheppard Act and the regulations adopted pursuant to that Act shall serve as the minimum standards for the operation of the Business Enterprise Program for the Blind. Provides that under the Program: (1) blind vendors have priority in the operation of all vending facilities on State property; (2) vending machine income from all vending machines on State property shall be assigned to the blind vendor on the property or to the Blind Vendors Trust Fund; (3) no State agency may impose any commission, service charge, rent, or utility charge on a blind vendor operating on State property; (4) sales made at a blind vendor's vending facility are exempt from all occupation and use taxes; and (5) State agencies may not allow competition with a blind vendor. Sets forth that the Bureau Director for the Bureau of the Blind and the Committee of Blind Vendors shall jointly develop regulations to ensure that priority is given to blind vendors in the operation of vending facilities on State property. Provides that the Department may provide for set-asides of the net proceeds of vending operations under certain conditions. Requires set-aside funds to be deposited in the Blind Vendors Trust Fund, a separate account managed by the Department for the State's blind vendors. Sets forth provisions for the distribution of vending machine income from vending machines on State property. Provides certain conditions for the licensing of blind vendors. Creates the Committee of Blind Vendors to jointly participate in the development and implementation of all policies, plans, and major decisions affecting the Business Enterprise Program for the Blind. Sets forth provisions for the composition of the Committee. Provides certain procedures for the resolution of disputes arising within the Program. Provides for the promulgation of regulations relating to the operation of this Act. Requires the Department to make regular surveys and reports on State property and vending facilities. Sets forth conditions and information to be contained in the surveys and reports. Preempts home rule powers. Repeals the Blind Persons Operating Vending Facilities Act. Amends the Use Tax Act, Service Use Tax Act, Service Occupation Tax Act, and Retailers' Occupation Tax Act to provide that personal property purchased from a blind vendor's vending facility licensed by the Department of Human Services under the Blind Vendors Act is exempt from the taxes imposed by those Acts and that these exemptions are not subject to the sunset provisions of those Acts.

CREDIT SECURITY FREEZE ACT

Creates the Credit Security Freeze Act. Provides that a consumer may elect to place a security freeze on his or her credit report through sending a written request, by certified mail, to a consumer credit reporting agency. Provides that a consumer credit reporting agency shall place a security freeze on a consumer's credit report, no later than 5 business days after receiving a written request from the consumer and shall send a written confirmation of the security freeze to the consumer within 10 business days. Provides that a consumer credit reporting agency shall remove or temporarily lift a security freeze placed on a consumer's credit report if: (1) the consumer authorizes a release; or (2) the consumer's credit report was frozen due to a material misrepresentation of fact by the consumer. Provides that a consumer credit reporting agency shall notify a person who requests a consumer report or score that a security freeze is in effect. Imposes a reasonable fee on a consumer for placing a security freeze on his or her file. Exempts certain entities from receiving a consumer report with a security freeze or placing a security freeze in a consumer credit report.

TIF EXTEND-PRINCEVILLE

Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on April 20, 1993 by the Village of Princeville must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
