VEH CD-MAMMOGRAM PLATE FUND

Amends the Illinois Vehicle Code. Provides that all money in the Mammogram Fund from the sale of Mammogram license plates shall be paid as grants to the Illinois Public Health Association (rather than the Susan G. Komen Foundation) for breast cancer research, education, screening, and treatment. Effective immediately.

VEH CD-CYSTIC FIBROSIS PLATES

Amends the State Finance Act. Creates the Cystic Fibrosis Fund as a special fund in the State treasury. Amends the Illinois Vehicle Code to provide for the issuance of Cystic Fibrosis plates. Provides that the applicant shall pay an additional fee of $25 for original issuance of the plates, of which $10 shall be deposited into the Cystic Fibrosis Fund and $15 shall be deposited into the Secretary of State Special License Plate Fund. Provides that an additional fee of $25 shall be charged for each renewal, of which $23 shall be deposited into the Cystic Fibrosis Fund and $2 shall be deposited into the Secretary of State Special License Plate Fund. Provides that money in the Cystic Fibrosis Fund shall be paid as grants divided evenly between the Chicago and Peoria offices of the Greater Illinois Chapter of the Cystic Fibrosis Foundation for the purpose of cystic fibrosis research, education, awareness, and treatment.

UTILITIES-WATER PRICING REPORT

Amends the Public Utilities Act. Provides that, on April 1 of each year beginning the year after the effective date of the amendatory Act, privately held public water utilities shall provide annual reports to the Illinois Commerce Commission with specified information for each district served by the utility. Provides that privately held public water utilities shall provide to the local emergency services disaster agency any reports discussing the condition of the system in each district for the previous calendar year with information relevant to public safety. Provides that the utilities shall certify the accuracy of the information provided in the reports. Effective immediately.

ST BD ED-RULEMAKING

Amends the Illinois Administrative Procedure Act. Provides that for each rule proposed to be adopted by the State Board of Education impacting the operations of any school district, any interested person may request the Joint Committee on Administrative Rules to determine whether the proposed rule is a State mandate. Provides that if the Joint Committee determines that the proposed rule is a State mandate, then the running of all periods under the Illinois Administrative Procedure Act shall be tolled, and no Certificate of No Objection may be issued for the rule until the rule has been approved by a joint resolution of the General Assembly. Provides that for each rule proposed to be adopted by the State Board of Education, any interested person may request the Joint Committee on Administrative Rules to determine whether the proposed rule concerns (i) changes to teacher licensure or endorsements that would make it more difficult for teachers to become fully qualified, (ii) changes to State learning standards or assessments, (iii) contracts over $500,000 or their renewal, or (iv) application for federal grants that require additional State support. Provides that if the Joint Committee determines that the proposed rule concerns any of those items, then the running of all periods under the Act shall be tolled, and no Certificate of No Objection may be issued for the rule until the rule has been approved by a joint resolution of the General Assembly or through legislative change, as determined by the Joint Committee.

Amends the Clerks of Courts Act. Makes a technical change in a Section concerning fees of the clerks of the circuit court in counties having a population of not more than 500,000 inhabitants.

SCH CD-BOND ISSUANCE

Amends the School Code with respect to the debt limitations of school districts. Allows Bureau Valley Community Unit School District 340 to issue bonds with an aggregate principal amount not to exceed $25,000,000 if, among other conditions, (i) the voters of the district approve a proposition for the bond issuance at an election held on or after March 15, 2016; (ii) prior to the issuance of the bonds, the school board determines that the renovating and equipping of some existing school buildings, the building and equipping of new school buildings, and the demolishing of some existing school buildings is required as a result of the age and condition of existing school buildings; and (iii) the bonds are issued, in one or more issuances, on or before July 1, 2021. Provides that the debt incurred on the bonds shall not be considered indebtedness for purposes of any statutory debt limitation and the bonds must mature within not to exceed 30 years from their date. Effective immediately.
