Repeals the Fluorspar and Underground Limestone Mines Act. Amends the Surface-Mined Land Conservation and Reclamation Act. Changes certain provisions concerning the amount of any bond that is required to be filed with the Department of Natural Resources by an operator. Provides that the penalty of such bonds shall be an amount between $600 and $10,000 (was between $600 and $5,000) per acre as determined by the Director of Natural Resources for lands to be affected by surface mining, including slurry and gob disposal areas. Provides that, under circumstances where a written agreement between the operator and a third party require overburden to be removed, replaced, graded, and seeded in a manner that the necessary bond penalty exceeds $10,000 per acre, the Department shall require a bond amount sufficient to ensure the completion of the reclamation plan specified in the approved permit in the event of forfeiture. Provides that in no case shall the bond for the entire area under one permit be less than $600 per acre or $3,000, whichever is greater.

Designates March 8-14, 2015 as "Illinois Groundwater Awareness Week" and urges Governor Rauner to issue a proclamation calling on the people of the great State of Illinois to observe the week by learning more about groundwater and its importance to peoples' lives and encourage them to act in ways that value and protect this resource.
Amends the Illinois Commercial Feed Act of 1961. Removes a requirement that each commercial feed shall be registered before being distributed in this State. Provides that, to facilitate continued access to markets for feed and feed ingredients, the Director may inspect, audit, or certify commercial feed manufacturer or distributer facilities at the request of the manufacturer or distributor and issue certificates of export from the State. Establishes new requirements for labeling and authorizes the Director to perform label review. Makes changes concerning inspections and fees. Establishes new prohibitions under the Act. Establishes new criteria to consider commercial feed as adulterated. Alphabetizes definitions. Defines "labeling", "pet", "quantity statement", and "raw milk". Makes other changes. Effective January 1, 2016.

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts between the Department of Agriculture and a non-profit service organization for the purpose of providing goods or services on the Illinois State Fairgrounds during the Illinois State Fair or on the DuQuoin State Fairgrounds during the DuQuoin State Fair. Effective immediately.
Amends the Criminal Code of 2012. Provides that a person who knowingly places, posts, or reproduces on the Internet a photograph, video, or digital image of a person in a state of nudity, in a state of sexual excitement, or engaged in any act of sexual conduct or sexual penetration, without the knowledge and consent of that person, is guilty of a Class 4 felony. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for any person engaged in placing, posting, publishing, reproducing, or maintaining an Internet site to solicit or accept the payment of a fee or other consideration for removal of a person's private material or identifying information, which has been placed, posted, published, reproduced, or maintained on an Internet site without knowledge and consent of that person.
Amends the Criminal Code of 2012. Provides that a contractor or subcontractor under a contract or subcontract for the development and supply of rifles, shotguns, weapons, or ammunition to the United States government or any branch of the Armed Forces of the United States, when the activities are necessary and incident to fulfilling the terms of the contract, may transport these weapons even if they are not broken down in a non-functioning state, or are immediately accessible. Permits the transportation of a rifle with a barrel or barrels less than 16 inches in length that is not broken down in a non-functioning state, or are immediately accessible by a person: (1) who has been issued a Curios and Relics license from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives; or (2) who is an active member of a bona fide, nationally recognized military re-enacting group and the modification is required and necessary to accurately portray the weapon for historical re-enactment purposes; the re-enactor is in possession of a valid and current re-enacting group membership credential; and the overall length of the weapon as modified is not less than 26 inches. Effective immediately.
