Amends the Township Code and the Illinois Highway Code. Provides that a township or a road district may borrow money from a bank or financial institution if the money is to be repaid within 10 years (instead of one year). Provides that a township road district, with the approval of the town board of trustees, may borrow money from the town fund, if the money is to be repaid within 10 years (now, one year). Provides that a township may construct a township hall under contracts providing for payment over a period of time of not more than 10 years (instead of 5 years). Provides that a referendum is required for a township to lease, for a period of longer than 10 years (instead of 5 years), a township hall, a multi-purpose senior center, or a combination. Makes a technical change to a cross-reference. Effective immediately.

Amends the General Homestead Exemption provisions of the Property Tax Code. Provides that in a county with 3,000,000 or more inhabitants if the assessed valuation of property has increased by more than 20% over the previous assessed valuation of that property, an additional exemption is allowed, with the amount of the additional exemption determined by household income. Effective immediately.
Amends the Community Senior Services and Resources Act. Authorizes the Director of Aging to accept monetary bequests and gifts for deposit into the Community Senior Services and Resources Fund. Directs the Department on Aging, in conjunction with the Community Senior Services and Resource Center Advisory Committee, to design an awareness campaign that can be implemented by senior services and resource centers at their individual expense. Effective immediately.
Amends the Department of Human Services Act. Deletes a provision that includes beginning and ending dates for the operation of a Great START (Strategy to Attract and Retain Teachers) program. Deletes provisions (i) requiring a working committee of the Child and Development Advisory Council of the Department of Human Services to make certain recommendations concerning the Great START program by October 1, 2000 and (ii) requiring the Department to evaluate the Great START program, gather data on the program, and submit a report to the General Assembly by December 31, 2002. Effective immediately.
Amends the Illinois Vehicle Code. Repeals a provision providing that the highway commissioner in each road district may contract for the construction or repair of roads and bridges lying wholly within the limits of the commissioner's district and that, if the cost of the contract or expenditure is more than $5,000, the highway commissioner may not make any payment without the approval of the county superintendent of highways or the highway board of auditors. Deletes language in another provision providing that, when a road or bridge that is on the line between 2 road districts is to be repaired or constructed at a cost of more than $1,000, a contract may not be let, and no payment may be made, without the approval of the county superintendent or the county board of auditors. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Urges the Department of Central Management Services to consider the needs of State employees, retirees, and dependents and the economic needs of the State in any decision regarding the selection of the administrator of the vision care benefit plan for State employees and retirees.
Amends the Minimum Wage Law. Makes a stylistic change in provisions concerning the Director of Labor.
Amends the Unified Code of Corrections. Provides that the additional charge for commissary goods shall be up to 35% for tobacco products and 25% for non-tobacco products. Provides that the additional charge shall be based upon the amount necessary to cover wages and benefits of employees of commissaries who are covered by a collective bargaining agreement. Provides that 40% of the profits on sales from commissary stores shall be expended by the Department of Corrections for a special benefit of committed persons. Provides that the remainder must be used first to pay for wages and benefits of commissary employees covered by a collective bargaining agreement, and then to pay to costs of dietary staff. Prohibits the Department from entering into a contract with a private contractor or vendor to perform commissary services at a prison facility.
Amends the Electronic Mail Act. Requires an initiator of an unsolicited e-mail advertisement to establish a toll-free telephone number or return e-mail address that the recipient of the advertisement may call or e-mail to notify the sender not to e-mail any further unsolicited e-mail advertisements. Prohibits an initiator of an unsolicited e-mail advertisement from selling or transferring the e-mail address of a person who given notice that he or she does not want to receive any further unsolicited e-mail advertisements. Provides that each unsolicited e-mail advertisement's subject line shall include "ADV:" as the first 4 characters and each adult-oriented unsolicited e-mail advertisement's subject line shall include "ADV:ADLT" as the first 8 characters.
