CNTY AUDITOR-STIPEND

Amends the Counties Code. Provides that any county auditor who takes office on or after the effective date shall receive an annual stipend of $6,500 per year. Effective immediately.

$STATE BOARD OF EDUCATION

Makes a supplemental appropriation of $21,000,000 from the General Revenue Fund to the State Board of Education to be used exclusively for school districts that will receive less funding in the 2007-2008 school year as a result of Public Act 93-1022.

DPH-CORD STEM CELL BANKS

Amends the Department of Public Health Powers and Duties Law. Subject to appropriation, directs the Department to establish a statewide network of cord blood stem cell banks. Sets forth requirements and duties of donor banks. Creates an advisory committee to advise the Department concerning administration of the network. Effective immediately.

MUNI CD-BORROWING

Amends the Municipal Code. Provides that the corporate authorities of a municipality may borrow money from any bank or financial institution, provided that the money shall be repaid within 10 years (now, one year) from the time the money is borrowed. Effective immediately.

TAX RATE-FOREST PRESERVE ZOO

Amends the Forest Preserve Zoological Parks Act. Provides that, in a forest preserve district located in a county with a population in excess of 140,000 but less than 200,000 and contiguous to the Mississippi River, the rate of an annual tax for certain purposes concerning the construction, maintenance, and security of a zoological park shall not exceed 0.06% (now .01%). Requires referendum approval by the electors of the District to authorize the tax increase above 0.01%.

FOREST PRESERVE-PROPERTY

Amends the Downstate Forest Preserve District Act. Provides that a forest preserve may sell certain vacant, subdivided residential outlots if the board of commissioners determines that the sale is advantageous to the district. Sets forth other criteria for the sale of the lots. Provides that the proceeds from the sale must be set aside and used only for certain capital improvements or for the payment of bond indebtedness. Effective immediately.

COMMUNITY SRVCS-GOV-COMMISSION

Amends the Community Services Act. Changes references from "disabled person" to "person with a disability". Provides that a shift from State-provided services to community services should be acknowledged by the State as a clear priority in policies and funding that values community services and supports for persons who choose to live and work in those settings, with the needed resources following the individual. Requires the Governor to appoint a commission by July 1, 2007, or as soon thereafter as possible, to prioritize a strategy for identifying a stream of revenue to address gaps and prioritize use of that revenue on rates and reimbursements for community services and supports. Provides that the commission shall have representation from the Department of Human Services, the General Assembly, persons with disabilities and mental illness, community providers, and trade associations. Provides that the rate and reimbursement methodologies must reflect the cost of providing services and supports, recognize individual disability needs, and consider geographic differences, transportation costs, required staffing ratios, and mandates not currently funded. Makes other changes. Effective immediately.
