Amends the Human Skeletal Remains Protection Act to authorize the Historic Preservation Agency and Illinois State Museum to release human skeletal remains and artifacts to a unit of local government for reburial under specified conditions. Requires the unit of local government to pay for transportation and reinterment.

Amends the Illinois Renewable Fuels Development Program Act. Provides that facilities that produce ethanol for gasohol or majority blended ethanol fuel shall receive a grant and provides limitations for the grants awarded. Establishes the Renewable Fuels Majority Blended Ethanol Infrastructure Program to provide financial assistance for units of local government and petroleum distribution centers to install the necessary infrastructure for the use of majority blended ethanol. Sets out the details of the program. Establishes the Renewable Fuels Competitive Commercialization Program and the Renewable Fuels Competitive Commercialization Grant Oversight Committee. Sets out the details of the program and the composition of the committee. Establishes the Renewable Fuels Rail Infrastructure Assistance Program. Sets out the purpose of the program. Authorizes the Department of Commerce and Economic Opportunity to administer the programs. Sets limits for the amount of grants to be awarded under the programs. Amends the State Finance Act. Creates the Renewable Fuels Development Program Fund. Provides that moneys in the Fund may be used by the Department, subject to appropriation, for the Illinois Renewable Fuels Development Program, the Renewable Fuels Majority Blended Ethanol Infrastructure Program, the Renewable Fuels Competitive Commercialization Program, the Renewable Fuels Rail Infrastructure Assistance Program, and other renewable energy programs. Makes other changes. Effective July 1, 2008.
Amends the Automatic Telephone Dialers Act. Provides that each telephone call made by an autodialer shall, at the beginning of the prerecorded message, state clearly the identity of the business, individual, or other entity that is responsible for initiating the call.
Amends the State Pension Funds Continuing Appropriation Act. Provides for appropriation of $13,000,000 on a continuing annual basis from the General Revenue Fund to the State Comptroller for deposit into the Teacher Health Insurance Security Fund in State fiscal years 2009 through 2011. Effective immediately.
Amends provisions of the Code of Civil Procedure relating to the examination of health care records. Replaces references to "authorization for the release of records" with references to "authorization for the release of records or protected health information". Makes numerous changes, additions and deletions in provisions concerning copying, duplication, and retrieval of records. Effective immediately.
Deletes everything after the enacting clause. Amends the Tax Increment Allocation Redevelopment Act in the Illinois Municipal Code. Provides that the redevelopment project in the TIF district created by an ordinance that was adopted on December 31, 1986 by the Village of Milan or by an ordinance that was adopted on September 8, 1994 by the City of West Frankfort must be completed by December 31 of the 35th year (now, the 23rd year) after the year in which the ordinance was adopted. Effective immediately.
Amends the Counties Code. Authorizes counties to impose, after referendum approval, a retailers' occupation tax and service occupation tax to be used exclusively for grants to school districts in the county for building or improving school facilities. Sets forth procedures for imposing and collecting the tax and for the distribution of the proceeds by the Department of Revenue. Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning tourism.
Amends the Prevailing Wage Act. Provides that "public works" includes any construction, demolition, remediation, or renovation that requires a permit issued by the Illinois Environmental Protection Agency with an aggregate amount of work in excess of $250,000. Effective immediately.
Amends the Public Utilities Act. Provides that any gas utility may enter into a contract for up to 20 years of supply with any company for the purchase of synthetic natural gas (rather than a 20-year supply contract with any company for synthetic natural gas) produced from coal through the gasification process if the company has commenced construction of a coal gasification facility by July 1, 2009 (rather than July 1, 2008). Makes changes in factors used to determine whether the cost for synthetic natural gas is reasonable and prudent. Effective immediately.
