Amends the Ambulatory Surgical Treatment Center Act. Makes a technical change in the Section concerning the short title.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning assistance with exports.
Creates the Prepaid Wireless 9-1-1 Surcharge Act. Provides for a prepaid wireless 9-1-1 surcharge of 1.5% per retail transaction. Provides that a home rule municipality with a population of more than 500,000 that was imposing its own surcharge on wireless carriers prior to July 1, 1998, may impose a prepaid wireless 9-1-1 surcharge not to exceed 6% per retail transaction sourced to that jurisdiction. Defines "retail transaction". Sets forth the requirements and procedures for sellers to collect and remit the prepaid wireless 9-1-1 surcharge. Exempts providers and sellers of prepaid wireless telecommunications service from liability for damages under specified circumstances. Preempts home rule powers. Contains other provisions. Amends the Wireless Emergency Telephone Safety Act. Removes from the definition of "wireless telephone service" prepaid wireless telephone service. Deletes certain provisions concerning surcharges for prepaid wireless telephone service. Extends the repeal of the Act to January 1, 2019. Provides that the term "wireless subscriber" does not include a subscriber with an account or number associated with prepaid wireless telecommunication service. Makes other changes. Effective July 1, 2011.
Amends the Uniform Act for the Extradition of Persons of Unsound Mind. Makes a technical change in a Section concerning the construction of the Act.
Amends the Public Utilities Act. Makes a technical change in a Section concerning HVAC affiliate marketing.
Amends the Public Utilities Act. In provisions concerning issuance of a certificate of good standing authorizing a person to operate as a common carrier by pipeline, makes changes concerning the factors the Illinois Commerce Commission shall consider in its determination of public convenience and necessity for a proposed pipeline or facility; provides that an application may request either that the Commission review and approve a specific route for a pipeline, or that the Commission review and approve a project route width that identifies the areas in which the pipeline would be located; provides for a consolidated proceeding for decisions on consolidated applications; requires the Commission to make its determination on any application filed pursuant to this Section and issue its final order within one year after the date that the application is filed unless an extension is granted; provides that the rules of the Commission may include additional options for expediting the issuance of permits and certificates. Makes other changes. Effective July 1, 2011.
Creates the Project Labor Agreements Act. Requires a State department, agency, authority, board, or instrumentality under the control of the Governor to include a project labor agreement on a public works project when that department, agency, authority, board, or instrumentality determines that the agreement advances the State's interest. Requires the State department, agency, authority, board, or instrumentality to negotiate the project labor agreement in good faith with labor organizations in the construction industry. Sets out the terms to be included in the project labor agreement. Requires a finding setting forth the justification for using a project labor agreement. Amends the Illinois Procurement Code. Provides that the Illinois Procurement Code is subject to applicable provisions of the Project Labor Agreements Act. Effective immediately.
Amends the Wildlife Code. Provides for the hunting and trapping of river otters. Provides that the season limit for river otter shall not exceed 5 river otters per person per season. Provides that possession limits shall be 10 per person per season limit except that this restriction shall not apply to fur buyers, tanners, manufacturers, and taxidermists. Requires that the pelts of river otters shall be tagged in accordance with federal regulations. Provides that the Department may require harvest registration and set forth procedures, fees for registration, and the process of tagging pelts in administrative rules. Sets fees for registration and tagging shall not exceed $5 per pelt. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the School Code's construction.
