Amends the Illinois Power Agency Act. Makes a technical change in a Section concerning the short title.

Amends the Code of Civil Procedure. Adds to the mortgage foreclosure provisions a definition of "abandoned residential property". Provides requirement and procedures for an expedited judgment and sale of abandoned residential property. Provides that the period of redemption ends for abandoned residential property on the date of the judgment confirming the judicial sale. Makes other changes. Effective immediately.
Amends the State Employees Group Insurance Act of 1971. Requires the Director of Central Management Services, beginning July 1, 2011, to reimburse on a monthly basis each eligible member who has elected not to participate in the program of health benefits under the Act for premiums paid under the eligible member's health benefit coverage. Prohibits the reimbursed amount from exceeding the amount that would otherwise be paid by the State for the program of health benefits under the Act. Effective July 1, 2011.
Designates the Rock River Scenic and Historic Route.
Amends the Counties Code. Requires the imposition of a school facility occupation tax in a county if the electors of the county have approved a proposition for the tax. Provides that a school facility occupation tax imposed by approval of the electors may be reduced or discontinued if the electors have voted to reduce or discontinue the tax. Provides that the State will not limit or alter rights and powers so as to impair the rights and remedies of holders of bonds secured by proceeds of a school facility occupation tax. Amends the Local Government Debt Reform Act. Removes a sentence providing that a backdoor referendum is not required for alternate bonds if the proceeds backing the alternate bonds are realized from revenues obtained from a school facility occupation tax. Amends the School Code. Provides that a referendum shall not be required if the purchase, construction, or building of a school building is paid from funds received from the County School Facility Occupation Tax Law or from the proceeds of bonds secured by revenues obtained from that Law. Effective immediately.
Amends the Illinois Vehicle Code. Provides that all new school buses put into service on or after January 1, 2014 shall be equipped with occupant seating which has passed the ASTM E1537-07 standard test method for fire testing of upholstered furniture. Provides that seating will be deemed to have failed the ASTM E1537-07 test if (1) the seat assembly exhibits a weight loss of 3 pounds or greater during the first 10 minutes of the test; or (2) the seat assembly exhibits a heat release rate of 80 kW or greater. Provides that all plastics contained in the engine compartment of all new school buses put into service on or after January 1, 2014 shall meet the Underwriters Laboratories standard for limiting flame spread. Provides that the State Fire Marshal shall adopt rules to implement the provisions of this Act and that after the rules take effect, no new school bus shall be sold or offered for sale in this State unless the manufacturer has certified to the State Fire Marshal that the fire safety standards have been met.
Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the computation of time.
Amends the Legislative Commission Reorganization Act of 1984. Makes a technical change in a Section concerning the short title.
Amends the River Edge Redevelopment Zone Act. Provides that, on and after the effective date of the amendatory Act, the Department may certify an additional pilot River Edge Redevelopment Zone in the City of Rock Island. Effective immediately.
Amends the Public Utilities Act. Makes a technical change in a Section concerning delivery services implementation plans.
