Amends the Public Building Commission Act. Provides that a county board is not required to receive referendum approval to expand the purpose of a public building commission to include acquiring, enlarging, improving, repairing, replacing, or constructing a statutorily required government facility, including but not limited to, a courthouse.

Amends the Illinois Vehicle Code. Provides that the fire chief of a municipal fire department or fire protection district shall be provided notice 7 days prior to the temporary closure of any railroad crossing for the reconstruction, alteration, relocation, maintenance, or improvement of any crossing (including the necessary highway approaches thereto) of any railroad across any highway or public road within the jurisdiction of the municipal fire department or fire protection district. Effective immediately.
Amends the Illinois Highway Code. Increases from $15,000,000 to $30,000,000 the amount the General Assembly shall appropriate annually for apportionment to counties for construction of bridges 20 feet or more in length. Provides that the amount of grant for an approved road district project shall require at least $1 of local funds committed to the project for each $9 (rather than for each $4) that may be allocated under the Code.
Amends the Prevailing Wage Act. Makes a technical change in a Section concerning State policy.
Amends the Line of Duty Compensation Act. Includes court security officers in the definition of "law enforcement officer". Effective immediately.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the short title.
Amends the Clerks of Courts Act and the Probation and Probation Officers Act. Provides that all amounts over $250,000 on November 30th of each year in the court automation fund, the Court Document Fee Fund, the Circuit Court Clerk Operation and Administrative Fund, and the Probation and Court Services Fund are to be turned over to the county treasurer for deposit in the county's general fund to offset departmental related expenses. Should the need arise to complete a project that will require more than the $250,000 limit, an agreement may be entered into among the circuit clerk, the chief judge of the circuit, and the county board chairperson to allow for a larger sum to be retained in the fund.
Amends the Illinois Municipal Code. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code. Provides that each parcel of property that qualifies for a homestead exemption under the Code shall have a minimum equalized assessed value of $1,000 after each applicable homestead exemption is applied to the property. Effective immediately.
Amends the Illinois Public Labor Relations Act. Provides, for the purposes of the Act, that the term "peace officer" does not include specified court security officers.
