Creates the Paint Stewardship Act. Requires each producer to join the representative organization. Requires the representative organization to submit a plan to the Director of the Environmental Protection Agency for the establishment of a paint stewardship program. Sets forth requirements for the program. Requires the representative organization, in conjunction with an independent auditor, to propose, and the Agency to approve, a fee that will be added to the cost of all architectural paint sold to retailers and distributors in this State. Creates a state-action antitrust exemption for actions taken under the Act. Prohibits, after the implementation of the paint stewardship program, a producer, distributor, or retailer from selling or offering for sale architectural paint to any person in the State if the producer is not a member of the representative organization. Authorizes the imposition of civil penalties for violations of the Act. Sets forth fees for the program. Amends the State Finance Act. Creates the Paint Stewardship Fund. Effective January 1, 2015.
Amends the Counties Code. Makes a technical change in a Section concerning the short title.
Amends the State Employees Group Insurance Act of 1971. Provides that, beginning July 1, 2013, the Director of Central Management Services shall establish a program of financial incentives to encourage current General Assembly members and annuitants of the General Assembly Retirement System to elect not to participate in the program of health benefits provided under the Act. Requires that election to be irrevocable. Prohibits the financial incentive from exceeding 50% of the average cost of the most affordable State-offered health benefit for which the individual qualifies, as determined by the Director. Effective immediately.
Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice for a person to impose a surcharge upon a consumer who elects to pay by use of a credit card instead of making payment by cash, check, or similar means of payment. Effective immediately.
Amends the Illinois Police Training Act. Provides that the curriculum of police training schools shall include training to deal with the victims of human trafficking and shall encourage police officers to communicate in the language of the trafficking victims. Provides that the course of instruction and training standards shall be developed by the Illinois Law enforcement Training Standards Board in consultation with appropriate national and State experts in the field of human trafficking. Amends the Sex Offender Registration Act. Includes in the definition of "sex offense" trafficking in persons, involuntary servitude, and related offenses and permitting sexual abuse of a child. Amends the Code of Civil Procedure. Provides that in civil proceedings, evidence that a witness was a victim of human trafficking is not admissible to prove prior sexual activity or reputation. Effective immediately.
Makes application to Congress for the calling of a convention for proposing amendments to the United States Constitution.
