Amends the Illinois Controlled Substances Act. Makes structural and other changes to the list of controlled substances. Adds xylazine as a Class III controlled substance. Defines "isomer". Effective January 1, 2026.
Amends the Illinois Vehicle Code. Allows a State entity to prohibit the use of low-speed electric bicycles or a specific class of low-speed electric bicycles on any bicycle path the State entity has jurisdiction over.
Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. In conjunction with applications for health care professional licensure and renewals, requires the Department of Financial and Professional Regulation shall require applicants to provide practice information that include areas of practice specialty, addresses of all current practice locations, hours spent at each practice location on direct outpatient care, the applicant's National Provider Identifier (NPI) number if applicable, and anticipated date of retirement. Provides that the Department shall share the information with authorized personnel at the Department of Public Health. Specifies that the data is exempt from the Freedom of Information Act. Defines "health care professional". Provides that data published in conjunction with applications for health care professional licensure shall not identify a health care professional's name or any other data that leads to identification.

Expresses gratitude to Larry Gies and to Beth Gies for their acts of profound generosity to the University of Illinois System. Expresses continuing and undiminished gratitude to those who have fallen in service to the United States of America, this gratitude being symbolized by the recognition of those from the University of Illinois who served and died in World War I and subsequent conflicts. Expresses the belief that on October 28, 1924, the University of Illinois made a solemn pledge at the dedication ceremony of Memorial Stadium to those whose names are inscribed on its columns, a pledge that should not be altered for the sake of obtaining funding from alumni or any other entity. Calls upon the University of Illinois Board of Trustees, the Department of Intercollegiate Athletics, and Larry and Beth Gies to agree that an alternate means of acknowledging their gift is appropriate. Urges that the name of the structure standing between First and Fourth Streets on the campus of the University of Illinois be permanently restored to "Memorial Stadium".
Amends the Secretary of State Act. Provides that the Secretary of State shall provide for the publication of the Illinois Blue Book no later than 90 days after the inauguration of each new General Assembly.
Declares March 26, 2026 as Equal Pay Day in the State of Illinois. Encourages the citizens of this State to learn about the pay gap that women experience in society and to learn about these various dates that bring attention to the pay gap that specific groups experience.
Amends the Illinois Municipal Code. Removes provisions allowing a municipality to evaluate a police officer based on the police officer's points of contact.
