GREEN BUILDINGS ACT

Creates the Green Buildings Act. Requires that State-funded building construction and major renovations of existing State-owned facilities must meet certain energy and environmental standards of the Leadership in Energy and Environmental Design program rating system, the Green Building Initiative's Green Globes rating system, or an equivalent rating system. Permits waiver of the standards by the Capital Development Board or another agency. Specifies the criteria for waivers. Requires the Board to analyze and evaluate the Act's green building standards after the earlier of 5 years or the completion of 10 Board green projects. Effective immediately.

HIGHER ED-ENERGY CONSERVATION

Amends the Public University Energy Conservation Act. Provides that "energy conservation measure" includes construction of a new building or facility that is designed to reduce energy consumption or operating costs.

SCH CD-VOTING REG POLICY

Amends the School Code. Requires a school board of any district that maintains grades 10 through 12 to adopt a policy that conditions the receipt of a high school diploma by a student who is at least 18 years of age upon that student's provision of proof that he or she has obtained a valid voter's registration, provided that the student meets all other voter eligibility requirements. Amends the State Mandates Act to require implementation without reimbursement.

MIDWIFERY LICENSURE ACT

Creates the Midwifery Licensure Act. Provides for the licensure of midwives by the Department of Financial and Professional Regulation. Grants rulemaking authority to the Department and provides that the rules shall include the establishment of criteria for licensure, professional conduct, and discipline. Creates the Illinois Midwifery Board. Sets forth provisions concerning informed consent, qualifications, licensure, title, continuing education, exemption from civil liability, and vicarious liability. Amends the Regulatory Sunset Act to set a repeal date for the new Act of January 1, 2018. Amends the Good Samaritan Act to provide for the exemption from civil liability.

FIRE DIST-GROUP INSURANCE

Amends the Fire Protection District Act. Authorizes the board of trustees to provide group insurance to employees. Sets forth requirements.

ELECTIONS-LOCAL REFERENDA

Amends the Election Code. Makes the minimum petition signature requirement for local public questions 6% of the total votes cast for all gubernatorial candidates at the most recent gubernatorial election by the voters of the political subdivision (now, 8% of such votes with respect to questions at elections in 2008 and, with respect to questions at elections in 2009 and later, 11% of the total ballots cast by voters in the political subdivision at the most recent regular election).

JUDICIAL CAMPAIGN FINANCING

Amends the Election Code, the State Finance Act, and the Illinois Income Tax Act. Establishes a voluntary system of public financing of campaigns for the offices of judges of the Illinois Supreme and Appellate Courts, administered by the State Board of Elections. Specifies limits on campaign contributions and expenditures with respect to all candidates for those offices. Creates the necessary fund in the State treasury and the income tax checkoff for the public financing system. Effective immediately.
