Amends the Election Code. Sets the minimum number of petition signatures for a local public question at 8% of the number of votes cast by registered voters in the governmental unit in the most recent gubernatorial election (now, 10% of the registered voters in the governmental unit).

Amends the Illinois Lottery Law. Requires the Department of Revenue to offer a special instant scratch-off game to support State parks and State historic sites, to commence on July 1, 2009 and to be discontinued on December 31, 2014. Provides that the net revenue from the game shall be deposited into the State Parks and Historic Sites Endowment Fund for appropriation by the General Assembly to the Department of Natural Resources for the purpose of funding State parks and to the Historic Preservation Agency for the purpose of funding State historic sites. Amends the State Finance Act to create the State Parks and Historic Sites Endowment Fund. Effective immediately.
Amends the Property Tax Code. Awards an assessment freeze homestead exemption to disabled veterans who qualify for a disabled or handicapped veterans' license plate. Provides that the amount of the exemption is the equalized assessed value of the residence in the taxable year for which application is made minus the equalized assessed value of the residence in the taxable year in which the applicant qualified for the exemption plus the first year's equalized assessed value of any added improvements that increased the assessed value of the residence after the base year. Makes corresponding changes to cross-references in the provisions concerning certification, certificate of errors, other exemptions, and delinquency notices. Amends various Acts concerning tax increment financing to deduct the exemption from assessed value calculations for entities that have adopted tax increment allocation financing under these provisions. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2009.
Amends the Election Code. Requires the State Board of Elections to develop and implement a pilot project in which one county permits voter registration up to and including the day of an election. Authorizes the State Board to select the county and the election and to spend funds to defray the local election authority's extraordinary costs. Requires the State Board to adopt implementing rules and to report to the General Assembly.
Creates the Illinois Clean Election Act. Establishes a voluntary method of public financing of the campaigns of candidates for statewide officials. Amends the State Finance Act to create the Illinois Clean Election Fund as a special fund in the State treasury. Amends the Illinois Income Tax Act to create an individual tax return checkoff in support of the Fund. Effective immediately.
Creates the Home-Generated Sharps Management Act. Prohibits, beginning September 1, 2011, any person from knowingly placing home-generated sharps waste in certain containers. Provides that, beginning September 1, 2011, home-generated sharps waste must be transported for disposal only in a sharps container, or other containers approved by the Department, and delivered for disposal only at certain locations. Provides that, upon being delivered to those locations, home-generated sharps waste shall be deemed potentially infectious medical waste and may be disposed of by the owners and operators of those facilities as is provided in Title XV of the Environmental Protection Act. Defines "Agency", "construction or demolition debris", "Department", "home-generated sharps consolidation point", "home-generated sharps waste", "household hazardous waste", "household hazardous waste collection facility", "landscape waste", "roll-off container", "sharps container", and "solid waste". Amends the Environmental Protection Act to make corresponding changes.
Amends the Criminal Code of 1961. Provides that the prosecution for criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual abuse, or criminal sexual abuse when the victim of any of these offenses is under 18 years of age at the time of the offense, may be commenced at any time.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning the definition of "felony".
Amends the Illinois Horse Racing Act of 1975. Makes a technical change in a Section concerning the short title.
Amends the Election Code. Authorizes the submission of public questions to voters in less than all precincts of a municipality of any size (now, more than 1,000,000 population).
