Amends the Election Code. Provides that a political committee that files its campaign finance reports with the State Board of Elections electronically is not required to file duplicate reports with a county clerk if the county clerk can access and duplicate reports filed with the State Board of Elections. Effective immediately.

Amends the Election Code. Authorizes the submission of public questions to voters in less than all precincts of a municipality of any size (now, more than 1,000,000 population).
Amends the Illinois Municipal Code. Provides that an advisory referendum may be placed on the ballot by majority vote of a municipality's corporate authorities, rather than its city council members.
Amends the Criminal Code of 1961. Provides that when the victim of a sex offense is under age 18 at the time of the offense, a prosecution for the offense or for failure to report the offense may be commenced within 20 (instead of 10) years after the child victim attains age 18.
Creates the State Prohibition of Goods from Child Labor Act. Provides that each contract entered into by a State agency for the procurement of equipment, materials, or supplies must specify that any foreign-made goods produced under the contract were not made by child labor. Provides that a contractor who violates this provision shall be subject to suspension or a monetary penalty and the State may void the contract. Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Provides that upon the adoption of a resolution, a county or municipality may authorize an advisory question of public policy to be placed on the ballot at a regularly scheduled election. Effective immediately.
Creates the Utility Consumer Impact Note Act. Provides that every bill that amends the Public Utilities Act and every proposed rule of an agency, the purpose or effect of which is to directly increase or decrease the retail or wholesale price of utility products or services, impact on the quality of the service of any public utility, or impact jobs in the utility industry shall have prepared for it a utility consumer impact note, which shall include a reliable estimate of the anticipated impact.
Creates the Illinois Opportunity Fund Act. Contains provisions intended to increase the availability and facilitate the delivery of institutional venture capital to emerging and expanding enterprises in the State of Illinois. Defines the role of the Department of Commerce and Economic Opportunity. Creates the Illinois Opportunity Fund and provides for the creation of the Illinois Capital Investment Corporation. Amends the State Finance Act to create the Illinois Opportunity Special Projects Fund. Amends the Illinois State Auditing Act to authorize audits of the Corporation and the Fund. Contains other provisions. Effective immediately.
Amends the Election Code. Permits a person to vote by absentee ballot on the basis that he or she is 65 years old or older.
Amends the Election Code. Provides that petitions to place statewide advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election (now, 10% of the registered voters in the State). Provides that petitions to place local advisory questions of public policy on the ballot must be signed by a number of voters equal to at least 8% of the total votes cast for candidates for Governor in the preceding gubernatorial election by registered voters of the jurisdiction where the question will be submitted (now, by 10% of the voters of the election jurisdiction where the question will be submitted). Effective immediately.
