Amends the Property Tax Code. Creates the disabled veterans assessment freeze homestead exemption for a person who has served in the armed forces of the United States, the reserves of the armed forces of the United States, or the Illinois National Guard and who is disabled. Provides that the amount of this exemption shall be the equalized assessed value of the residence in the taxable year for which application is made minus the base amount. Defines "base amount" as the base year equalized assessed value of the residence plus the first year's equalized assessed value of any added improvements that increased the assessed value of the residence after the base year. Defines "base year" as, in most instances, the taxable year prior to the taxable year for which the applicant first qualifies and applies for the exemption. Makes corresponding changes to cross-references in other provisions of the Property Tax Code. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Election Code. Beginning January 1, 2011, permits an election authority to accept in-person voter registrations on the day of the consolidated primary election and the day of the consolidated election.
Amends the Election Code, the State Finance Act, and the Illinois Income Tax Act. Establishes a voluntary system of public financing of campaigns for the offices of judges of the Illinois Supreme and Appellate Courts, administered by the State Board of Elections. Specifies limits on campaign contributions and expenditures with respect to all candidates for those offices. Creates the necessary fund in the State treasury and the income tax checkoff for the public financing system. Effective immediately.
Amends the Property Tax Code. Includes disabled persons within the provisions awarding an assessment freeze homestead exemption to senior citizens. Changes the name to the Senior Citizens and Disabled Persons Assessment Freeze Homestead Exemption (now Senior Citizens Assessment Freeze Homestead Exemption). Makes corresponding changes to a cross-reference to the exemption. Effective July 1, 2009.
Amends the Election Code. Requires that each election authority (i) conduct an election day audit of a random sample of 10% of votes cast and (ii) provide by contract or employment for the performance by one or more independent auditors of post-election parallel tabulations and audits. Provides for the scope of the audits and the resulting reports. Requires that optical scan technology and direct recording electronic voting systems meet certain federal and independent testing standards. With respect to early voting, requires that an election authority using only direct recording electronic voting systems have paper ballots available for voters wishing to use them.
Amends the Illinois Municipal Code. Beginning on the effective date of the amendatory Act, requires all gasoline-powered vehicles purchased from municipal funds to be flexible fuel vehicles. Beginning July 1, 2009, requires all gasoline-powered vehicles purchased from municipal funds to be flexible fuel or fuel efficient hybrid vehicles. Provides that, beginning on the effective date of the amendatory Act, any vehicle purchased from municipal funds that is fueled by diesel fuel must be certified by the manufacturer to run on 5% biodiesel (B5) fuel. Authorizes the corporate authorities to exempt certain vehicle classes from these requirements based on intended use or other reasonable considerations. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State.
Amends the Election Code. Provides for the use of mail-in ballots for the consolidated election held in 2011. Provides that the election authority shall mail ballots to each registered voter not more than 40 nor less than 5 days before the date of the election. Establishes procedures for the return of the ballots. Provides for the delivery of ballots to the judges of election. Provides for the casting of mail-in ballots. Provides that the State Board of Elections shall adopt rules and procedures for the implementation of the use of mail-in ballots within 270 days after the effective date of the bill. Requires the State Board to report to the General Assembly on the problems and successes of conducting elections with mail-in ballots. Contains other provisions. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.
Amends the Election Code. Eliminates the requirement that a voter declare party affiliation when voting at a primary election. Provides that the voter shall receive the primary ballot of each of the established political parties nominating candidates for office at the primary election but may cast a ballot of only one political party, except in certain cases involving statewide political parties and political parties established only within a political subdivision. Effective January 1, 2010.
