Amends the Fire Protection District Act. Provides that the board of trustees of any fire protection district may establish a program to award grants to certain property owners who install and maintain sprinkler or other fire suppression systems. Effective immediately.

Proposes to amend the Executive Article of the Illinois Constitution. Eliminates the Offices of the Comptroller and Treasurer. Provides instead for a single State Fiscal Officer. Provides that the State Fiscal Officer shall (i) maintain the State's central fiscal accounts and order payments into and out of the funds held by him or her, (ii) be responsible for the safekeeping and investment of monies and securities deposited with him or her, and for their disbursement upon his or her order, and (iii) have the duties and powers that may be prescribed by law. Effective upon being declared adopted, with the first State Fiscal Officer elected in 2010. No Comptroller or Treasurer shall be elected after 2006.
Proposes to amend the Legislature Article of the Illinois Constitution. Changes the State's legislature to a unicameral General Assembly composed of 177 members. Provides that the members, beginning in 2012, are elected from single-member districts for staggered 4-year and 2-year terms. Provides for a Presiding Officer and a Minority Leader. Makes conforming changes in other Articles of the Illinois Constitution. Effective upon being declared adopted and applies beginning with the 96th General Assembly.
Proposes to amend the Legislature Article of the Illinois Constitution. Eliminates the appointment of persons to fill vacancies in the office of State Senator or Representative. Provides that the vacancy is filled at the next general election if the vacancy occurs 180 or fewer days before the next general election. Provides that the vacancy is filled at a special election as provided by law if the vacancy occurs more than 180 days before the next general election. Provides that the person elected to fill a vacancy serves for the remainder of the term. Effective upon being declared adopted.
Proposes to amend the Local Government Article of the Illinois Constitution. Provides that if the number of members of a county board exceeds 17, then the number of members may be reduced to 17 upon approval at a county-wide referendum initiated by petition of the county's voters as provided by law. Effective upon being declared adopted.
Amends the Illinois Act on the Aging. Makes a technical change in the definition of "Director".
Amends the Illinois Public Aid Code and the Illinois Vehicle Code. Authorizes the Department of Healthcare and Family Services to provide by rule for certification to county sheriffs of past due support owed by responsible relatives under a support order entered by a court or administrative body. Provides that the purpose of the certification is to effect collection of past-due support by immobilization and impoundment of vehicles registered to responsible relatives who are delinquent in paying support. Authorizes counties to provide by ordinance for a program of vehicle immobilization and impoundment in such cases. Effective immediately.
Amends the Methamphetamine Control and Community Protection Act. Provides that it is a Class 3 felony to attempt to possess, procure, transport, store, or deliver anhydrous ammonia in an unauthorized container. Effective January 1, 2008.
Amends the Regulatory Sunset Act to change the repeal date of the Clinical Social Work and Social Work Practice Act from January 1, 2008 to January 1, 2018. Amends the Clinical Social Work and Social Work Practice Act. Replaces "Department of Professional Regulation" with "Department of Financial and Professional Regulation" and "Director of the Department of Professional Regulation" with "Secretary of Financial and Professional Regulation" throughout the Act. Adds a provision concerning an applicant's or licensee's change of address. Provides that a civil penalty of $10,000 (rather than $5,000) shall be imposed upon an individual for each offense of unlicensed practice. Makes changes to provisions concerning licensure, licensure by endorsement, grounds for disciplinary action, rehearing, and the appointment of a hearing officer. Makes other changes. Effective immediately.
Amends the Department of Veterans Affairs Act. Subject to appropriations, requires the Department to pay veterans service organizations for services provided by veterans service officers in processing claims and other benefits for veterans and their spouses or other beneficiaries residing in Illinois. Requires payment at the rate of $0.010 for each dollar of benefits obtained for veterans or their spouses or other beneficiaries. Sets forth criteria that a veterans service organization must meet.
