Amends the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act. Provides that for purposes of determining eligibility for benefits under the Act, "income" does not include any payment received on account of a military service connected disability.

Amends the Humane Care for Animals Act and the Abused and Neglected Child Reporting Act. Provides that an animal control officer or a humane society investigator with reasonable cause to suspect or believe that a child is being abused or neglected or is in danger of being abused or neglected must immediately make a written or oral report to the Department of Children and Family Services. Provides that any person required to report suspected child abuse or neglect under the Abused and Neglected Child Reporting Act must also immediately report suspected animal abuse or neglect or danger of animal abuse or neglect to the Department of Agriculture's Bureau of Animal Welfare. Preempts the exercise of home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State. Effective immediately.
Amends the Children with Disabilities Article of the School Code. In a Section concerning personnel reimbursement, provides that when a school district operates a school or program for a number of days in excess of the adopted school calendar but not to exceed 235 school days, reimbursement shall be increased by 1/180 (instead of 1/185) of the amount or rate paid under the reimbursement provisions for each day the school is operated in excess of 180 (instead of 185) days per calendar year. Effective July 1, 2007.
Amends the School Code. In provisions concerning an employee's physical fitness and sick leave and compulsory school age exemptions, provides that when required, certain examinations may be conducted by and certain certificates may be issued by a chiropractic physician licensed under the Medical Practice Act of 1987.
Creates the Illinois Clean Election Act. Establishes a voluntary method of public financing of the campaigns of candidates for Governor, State Senator, and State Representative. Amends the State Finance Act to create the Illinois Clean Election Fund as a special fund in the State treasury. Amends the Illinois Income Tax Act to create an individual tax return checkoff in support of the Fund. Effective immediately.
Amends the Election Code. Eliminates the requirement that a voter declare party affiliation when voting at a primary election. Provides that the voter shall receive the primary ballot of each of the established political parties nominating candidates for office at the primary election but may cast a ballot of only one political party, except in certain cases involving statewide political parties and political parties established only within a political subdivision.
Amends the Election Code. Authorizes the submission of public questions to voters in less than all precincts of a municipality of any size (now, more than 1,000,000 population).
Amends the Election Code. With respect to local referenda authorized by the Illinois Constitution, changes the minimum petition signature requirement to at least 8% of the number of votes cast in the governmental unit for candidates for Governor in the preceding gubernatorial election (now, 10% of the number of registered voters).
Amends the School Code. Requires a school board of any district that maintains grades 10 through 12 to adopt a policy that conditions the receipt of a high school diploma by a student who is 18 years of age upon that student's provision of proof that he or she has obtained a valid voter's registration, provided that the student meets all other voter eligibility requirements. Amends the State Mandates Act to require implementation without reimbursement.
Amends the Illinois Municipal Code. Beginning on the effective date of the amendatory Act, requires all gasoline-powered vehicles purchased from municipal funds to be flexible fuel vehicles. Beginning July 1, 2008, requires all gasoline-powered vehicles purchased from municipal funds to be flexible fuel or fuel efficient hybrid vehicles. Provides that, beginning on the effective date of the amendatory Act, any vehicle purchased from municipal funds that is fueled by diesel fuel must be certified by the manufacturer to run on 5% biodiesel (B5) fuel. Authorizes the corporate authorities to exempt certain vehicle classes from these requirements based on intended use or other reasonable considerations. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State.
