Amends the Disaster Service Volunteer Leave Act. Permits a State employee to take no more than 20 days of unpaid leave per 12-month period to participate in disaster relief, upon approval of the employee's State agency. Effective immediately.

Amends the Election Code. Requires the State Board of Elections to develop and implement a pilot project in which one county permits voter registration up to and including the day of an election. Authorizes the State Board to select the county and the election and to spend funds to defray the local election authority's extraordinary costs. Requires the State Board to adopt implementing rules and to report to the General Assembly.
Creates the Cool and Green Roofs Linked Deposit Program Act. Creates the Cool and Green Roof Linked Deposit Program within the Office of the Treasurer in which the Treasurer agrees to deposit moneys with a financial institution at less than current market rates if the institution agrees to provide financial incentives to a specified class of customers in order to further social policies. Effective immediately.
Amends the Consumer Installment Loan Act. Makes a technical change in a Section concerning annual license fees.
Amends the Illinois Insurance Code. Creates a new Article establishing the Insurance Consumer Advocate Law. Provides that the Lieutenant Governor shall serve as the Insurance Public Advocate. Provides that if the position of Lieutenant Governor is vacant, a competent individual appointed by the Governor for the duration of the unexpired term shall fill the Insurance Public Advocate position. Sets forth the powers and duties of the Insurance Public Advocate. Provides that the Insurance Public Advocate may hire professional and non-professional employees as he or she finds necessary for the full and efficient discharge of the powers and duties of the Office. Provides that the Insurance Public Advocate shall, prior to beginning the discharge of duties of that office, take a Constitutional oath of office and give bond. Provides that the Insurance Public Advocate shall have access to all files, records, and documents of the Division of Insurance as outlined within the Act. Effective immediately.
Amends the Election Code. Makes the minimum nomination petition signature requirements for independent candidates for offices of a district or political subdivision, including legislative offices, the same as those for new political party candidates (now, larger). Makes the period for filing independent candidate nomination petitions the same as that for new political party candidates (now, the same as that for established political party candidates).
Amends the Public Health Program Beneficiary Employer Disclosure Law. Makes a technical change in a Section concerning the short title.
Amends the Criminal Code of 1961. Provides that the prosecution for criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, aggravated criminal sexual abuse, or criminal sexual abuse when the victim of any of these offenses is under 18 years of age at the time of the offense, may be commenced at any time.
Amends the Election Code. Beginning January 1, 2009, permits an election authority to accept in-person voter registrations on the day of the consolidated primary election and the day of the consolidated election.
Amends the Smoke Free Illinois Act. Provides that smoking is allowed in Veterans' halls and clubs. Effective immediately.
