Amends the Nurse Practice Act. Ratifies and approves the Nurse Licensure Compact, which allows for the issuance of multistate licenses that allow nurses to practice in their home state and other compact states. Provides that the Compact does not supersede existing State labor laws. Provides that the State may not share with or disclose to the Interstate Commission of Nurse Licensure Compact Administrators or any other state any of the contents of a nationwide criminal history records check conducted for the purpose of multistate licensure under the Nurse Licensure Compact. Makes conforming changes.

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, from July 1, 2026 through December 31, 2026, use and occupation taxes on motor fuel and gasohol are imposed at the rate of 1.25%. Makes corresponding changes concerning the distribution of proceeds. Effective immediately.
Urges State Fire Marshal Michele Pankow and local fire departments to replace current foams with the non-carcinogenic, non-toxic, environmentally friendly SoyFoam.
Creates the Farmer Tax Benefit Act. Provides that taxpayers may apply to the Department of Natural Resources for an income tax credit in an amount equal to either (i) 100% of the fair market value of a qualified donation to a conservation agency of a land protection agreement or (ii) 50% of the fair market value of the qualified donation to a conservation agency of a fee simple interest or a remainder interest in qualified real property. Amends the Illinois Income Tax Act to make conforming changes.
Amends the Illinois Library System Act. Increases the amounts to be provided by the State Librarian for annual library system grants, for annual grants to qualified public libraries in the State, and for annual school library grants. Effective immediately.
Creates the Illinois Veterans Homes Expansion Task Force to study the need for the expansion of high-quality, specialized, and affordable long-term care for aged and disabled veterans through the Illinois Veterans Homes system.
Appropriates $20,000,000 to the University of Illinois for the purpose of increasing the extension service trust fund allocation for the University of Illinois Extension program. Effective July 1, 2026.
Appropriates $15,000,000 to the Southern Illinois University Board of Trustees for the expansion of the National Corn-to-Ethanol Research Center at Southern Illinois University at Edwardsville to expand its research capabilities and to increase biomanufacturing workforce training. Effective July 1, 2026.
Declares July 11, 2026 as Unplug Illinois Day in the State of Illinois. Encourages all citizens to participate in this opportunity by unplugging from their electronic devices and visiting their local parks, recreation sites, and conservation areas.
Declares January 2026 as Blood Donor Month in the State of Illinois. Urges all citizens to celebrate the cause of blood donation and to recognize the lifesaving contributions of volunteer blood donors. Urges all eligible blood donors to donate regularly and for businesses and organizations throughout the State of Illinois to sponsor community blood drives with ImpactLife, Rock River Valley Blood Center, Versiti, and Vitalant, among other blood centers, providing the residents of the State the opportunity to save lives.
