Amends the State Finance Act. Provides that no transfers may be made, in order to help defray the State's operating costs for the fiscal year, from the Road Fund or the State Construction Account Fund on or after the effective date of this amendatory Act. Effective July 1, 2004.
Amends the Code of Criminal Procedure of 1963. Provides that in all counties with a population of less than 1,000,000 no more than 2 Grand Juries (instead of 1 Grand Jury in counties of 225,000 or less) shall sit at the same time.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates the Task Force on Cervical Cancer Elimination within the Department of Public Health. Requires the task force to examine the prevalence and burden of cervical cancer, raise public awareness concerning the causes and nature of cervical cancer, identify prevention and control strategies and technologies, and perform other functions. Requires the task force to develop a statewide comprehensive cervical cancer prevention plan and to make annual reports. Provides for expiration of the task force on April 1, 2009 or upon the task force's submission of its final report, whichever is earlier. Effective immediately.
Creates the David A. Wirsing Food Animal Institute Act. Establishes the David A. Wirsing Food Animal Institute to review and encourage research and to disseminate information about the food animal industry. Provides that the Institute is governed by a Board appointed by the Governor. Sets forth the powers of the Institute. Requires the Institute to annually report to the Governor, the Clerk of the House, and the Secretary of Senate. Amends the State Finance Act to create the Food Animal Institute Fund, a special fund within the State treasury to be appropriated for the Institute's activities. Effective immediately.
Amends the Juvenile Court Act of 1987. Provides that proof that a minor was present in a structure or vehicle in which the minor's parent, custodian, or guardian was involved in the manufacture of methamphetamine constitutes prima facie evidence of abuse and neglect.
Amends the Department of Human Services Act. Deletes a provision that includes beginning and ending dates for the operation of a Great START (Strategy to Attract and Retain Teachers) program. Deletes provisions (i) requiring a working committee of the Child and Development Advisory Council of the Department of Human Services to make certain recommendations concerning the Great START program by October 1, 2000 and (ii) requiring the Department to evaluate the Great START program, gather data on the program, and submit a report to the General Assembly by December 31, 2002. Effective immediately.
Amends the Flag Display Act. Authorizes a county board to provide for the flying of an MIA flag at the county court house. Effective immediately.
Amends the School Code. Makes a technical change in a Section concerning the State aid formula.
Congratulates Lester Johnson of Sycamore as he retires after 41 years as an on-call fire fighter for the Sycamore Fire Department.
