Amends the School Code. Makes changes concerning the school building code, school and district improvement plans, the waiver and modification of mandates, staff development plans, local learning objectives and assessments, statements of affairs, criminal history records checks of school district employees, the limitation on administrative costs, the State aid formula, school holidays, and transportation reimbursement claims. Repeals a Section concerning latch key reports and a Section concerning school and district improvement panels. Amends the State Mandates Act to require implementation without reimbursement. Effective July 1, 2006.

Amends the Line of Duty Compensation Act. Provides that, if no beneficiary is designated or surviving at the death of an Armed Forces member killed in the line of duty, compensation under the Act shall be paid in the following priority: to the surviving beneficiaries designated in the Armed Forces member's Servicemembers' Group Life Insurance Election and Certificate; in accordance with the Armed Forces member's legally binding will; or in accordance with the provisions of the Act that apply to other line-of-duty deaths. Applies if compensation was not paid before the effective date of the amendatory Act. Amends the Illinois National Guardsman's Compensation Act to make conforming changes. Effective immediately.
Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires the Department of Public Health to develop educational materials on meningitis for distribution in elementary and secondary schools. Effective immediately.
Congratulates the Village of Malta on the occasion of its sesquicentennial.
Calls on the Illinois congressional delegation to take action to review and amend the federal No Child Left Behind Act of 2001 and urges the U.S. President and Congress to fully fund the requirements of the Act.
Recognizes the 150th anniversary of the city of DeKalb.
Creates the Task Force on Municipal Pre-Annexation Agreements for the purpose of studying the enforcement of municipal zoning ordinances in unincorporated areas that are subject to pre-annexation agreements.
Proclaims August 11, 2006, as the Village of Creston's 150th birthday in the State of Illinois.
Creates the Statewide Domestic Violence Offender Database Act. Provides that upon conviction of or a disposition of supervision for a person for a domestic violence offense, the clerk of the court shall transmit within 72 hours to the Department of State Police the following information concerning that person: (1) name; (2) date of birth; (3) domestic violence offense for which the person was convicted or placed on supervision; (4) date of conviction or disposition of supervision; and (5) county where the conviction or disposition of supervision was entered. Provides that the Department of State Police shall establish and maintain a Statewide Domestic Violence Offender Database for the purpose of identifying domestic violence offenders and making that information available to the public. Provides that the Database shall be compiled from the information submitted to the Department of State Police by the circuit clerks. Provides that the Department of State Police must make the information contained in the Statewide Domestic Violence Offender Database accessible on the Internet by means of a hyperlink labeled "Domestic Violence Offender Information" on the Department's World Wide Web home page. Provides that the Department of State Police must update that information as it deems necessary. Effective July 1, 2007.
Amends the Illinois Municipal Code. In provisions concerning municipal jurisdiction over property subject to an annexation agreement, deletes exemptions based on population and instead specifically exempts the following: Cook, DeKalb, DuPage, Kane, Kendell, Lake, Madison, McHenry, St. Clair, McLean, Tazewell, Will, and Winnebago Counties. Effective immediately.
