Amends the Criminal Code of 1961. Provides that it is unlawful to carry or possess a billy on or about one's person, upon any public street, alley, or other public lands within the corporate limits of a city, village or incorporated town, except when an invitee thereon or therein, for the purpose of the display of such weapon or the lawful commerce in weapons, or except when on his land or in his own abode or fixed place of business (rather than to carry or possess a billy with the intent to use the billy unlawfully against another person). Also prohibits the carrying or possession of a billy, pistol, revolver, stun gun, or taser in a building owned or operated by a county government.
Amends the State Officials and Employees Ethics Act. Classifies community college districts as units of local government that must adopt resolutions regulating the political activities and the solicitation and acceptance of gifts by their officials and employees (now, classified as State agencies subject to the entire Act's regulation and enforcement by the Executive Ethics Commission and the Governor's Executive Inspector General). Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Provides that a municipality or a county may own and operate a wind generation turbine farm, either individually or jointly, that directly or indirectly reduces the energy or other operating costs of the municipality or county. Effective immediately.
Amends the State Finance Act and the School Code. Provides that on or before the 11th and 21st days of each of the months of August through the following June (instead of July), the State Treasurer and the State Comptroller shall transfer from the General Revenue Fund to the Common School Fund and Education Assistance Fund 1/22 (instead of 1/24) of the amount appropriated to the State Board of Education for distribution to all school districts from those Funds. With respect to payments from the Common School Fund, provides that as soon as may be after the 10th and 20th days of each of the months of August through the following June (instead of July), the State Comptroller shall draw his or her warrants upon the State Treasurer as directed by the State Board of Education in an amount equal to 1/22 (instead of 1/24) of the total amount to be distributed to school districts for the fiscal year. Effective July 1, 2008.
Amends the Mental Health and Developmental Disabilities Code. In provisions concerning a required written statement that a minor meets the standard for admission to a mental health facility, provides that a clinical professional counselor who has personally examined the minor may make such a statement. Provides that if a court finds, based on the evaluation by a licensed clinical professional counselor, that it is necessary in order to complete an examination of a minor, the court may order that the minor be admitted to a mental health facility pending examination and may order a peace officer or other person to take the minor into custody and transport the minor to the facility. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning financial exploitation of an elderly person.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, and the School Code to require coverage for medically necessary preventative physical therapy for insureds diagnosed with multiple sclerosis.
Amends the Burn Injury Reporting Act. Repeals a Section of the Act that would have repealed the Act on January 1, 2009. Effective immediately.
