Amends the Illinois Municipal Code. Creates the municipal hotel use tax. Authorizes municipalities to impose a tax upon the privilege of renting or leasing rooms in a hotel within the municipality at a rate not to exceed 5% of the rental or lease payment. Requires each hotel in the municipality to collect the tax from the person making the rental or lease payment at the time that the payment is tendered to the hotel and, as trustee, to remit the tax to the municipality. Sets forth certain exemptions. Prohibits municipalities from imposing both a hotel use tax and a hotel operators' occupation tax. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a commercial vehicle safety relocator legally residing in a county not subject to the provisions of the Illinois Commercial Safety Law may operate in a county that is subject to that law for the limited purpose of removing a damaged or disabled vehicle upon the request of the owner or operator to remove the vehicle and tow the vehicle across county lines to the county where the commercial vehicle safety relocator and owner or operator resides without being subject to the provisions of the Illinois Commercial Safety Law. Provides that the exemption does not apply to commercial safety relocators that legally reside in both counties.
Amends the Public Community College Act. Removes provisions allowing the board of trustees of a community college district to appoint persons to be members of the security department of the community college. Allows instead for the appointment of sworn and non-sworn members of the community college district police department, department of public safety, or security department. Sets forth requirements and other provisions concerning both sworn and non-sworn members. Allows the board of trustees to establish regulations that are determined to be necessary for the protection of community college students, staff, visitors, properties, and interests or for the proper maintenance, operation, or development of any community college or colleges under the jurisdiction of the board and to prescribe fines and penalties for the violation of these regulations. Effective immediately.
Amends the Criminal Code of 1961. Provides that the exhibition to or depiction to a minor of harmful materials is a Class A misdemeanor for a first offense and a Class 4 felony for a second or subsequent offense.
Amends the Department of State Police Law and the Department of Transportation Law of the Civil Administrative Code of Illinois, the Illinois Emergency Management Agency Act, the Illinois Police Training Act, and the Missing Persons Identification Act. With respect to the State Police's missing endangered senior alert system: (i) refers to the alerts as "Silver" Alerts; (ii) requires that the Department coordinate with the Department of Transportation and the Illinois Emergency Management Agency in the public dissemination of the alerts and the promotion of the system; and (iii) requires that local law enforcement agencies provide for prompt use of Silver Alerts and public dissemination of photographs of missing endangered seniors. Makes other changes. Effective immediately.
Amends the State Employees Group Insurance Act of 1971, the Counties Code, the Illinois Municipal Code, and the School Code to require coverage for medically necessary preventative physical therapy for insureds diagnosed with multiple sclerosis. Amends the Illinois Insurance Code. In the provisions concerning multiple sclerosis preventative physical therapy, provides a definition for "medically necessary". Amends the State Mandates Act to require implementation without reimbursement.
Amends the School Code. Requires grantees under the Preschool for All Children program to enter into a memorandum of understanding with the appropriate local Head Start agency no later than 3 months after the award of a grantee's grant under the program and, in the case of the 2009-2010 program year, no later than the deadline set by the State Board of Education for applications to participate in the program in fiscal year 2011. Sets forth certain issues that the memorandum must address. Suspends the memorandum of understanding requirement if the local Head Start agency is unable or unwilling to enter into the memorandum. Effective immediately.
Amends the Senior Citizens Real Estate Tax Deferral Act. Increases the income limitation under the Act to $55,000 (instead of $50,000) beginning in 2009. Amends the Property Tax Code. Provides that the maximum income limitation under the Senior Citizens Assessment Freeze Homestead Exemption is the income limitation set forth in the Senior Citizens Real Estate Tax Deferral Act. Effective immediately.
Amends the Charter Schools Law of the School Code and the Illinois Educational Labor Relations Act. Provides that a charter school shall comply with all provisions of the Illinois Educational Labor Relations Act; which is declaratory of existing law. Provides that "educational employer" under the Illinois Educational Labor Relations Act includes the governing body of a charter school; which is declaratory of existing law.
Creates the Judicial Subcircuits Act of 2009. Contains only a short title provision.
