Urges all State agencies, their representatives, and all private media outlets to cease using the term "Swine Flu" and to use the term "2009 H1N1 Influenza" in its place.

Amends the Tax Delinquency Amnesty Act. Provides for an amnesty period beginning on the effective date of the amendatory Act and ending 60 days thereafter. Provides that interest and penalties for taxes due after June 30, 2002 and prior to the effective date of the amendatory Act shall be abated and not collected if those taxes are paid during the amnesty period. Provides that money collected during the amnesty period that would otherwise be deposited into the General Revenue Fund shall be deposited into the Monetary Award Program Reserve Fund. Amends the Higher Education Student Assistance Act to provide that a limitation on the amount that may be on deposit in the Monetary Award Program Reserve Fund does not include moneys received as a result of the amnesty program. Amends the Uniform Penalty and Interest Act to provide that, if a taxpayer is eligible for amnesty and the taxpayer fails to satisfy his or her tax liability during the amnesty period, then penalties and interest shall be imposed in an amount that is 200% of the penalty and interest amount that would otherwise be imposed. Effective immediately.
Amends the Property Tax Code and the Special Assessment Supplemental Bond and Procedures Act. Sets forth an alternative procedure to apportion the assessment and the installments of a divided parcel. Effective immediately.
Amends the Criminal Code of 1961. Creates the offense of strangulation. Provides that a person commits the offense if the person knowingly or intentionally impedes the normal breathing or circulation of the blood of another person by applying pressure on the throat or neck of the other person. Provides that strangulation is a Class 4 felony. Provides that strangulation is a Class 1 felony if (1) the person used or attempted to use a dangerous instrument while committing the offense; (2) the person caused serious bodily injury to the other person while committing the offense; or (3) the person has been previously convicted of strangulation under the laws of this State or any other state. Effective immediately.
Amends the Property Tax Code. In a Section concerning the platting and subdividing of property into lots in counties with less than 3,000,000 inhabitants, provides that, prior to the payment for sale of a habitable structure or commercial building, the assessed valuation of platted and subdivided property that is not used for business, commercial, or residential purposes shall remain the same as if used for farm or vacant purposes (now, the assessed value is determined each year based on the estimated price the property would bring at a fair voluntary sale for use by the buyer for the same purposes for which the property was used when last assessed prior to its platting). Makes other changes. Effective immediately.
Amends the General Assembly Operations Act. Provides that, before final passage in either chamber of the General Assembly, a bill with fiscal impact, in its final form, must have been posted on the General Assembly's Internet website for at least 5 business days. Defines a "bill with fiscal impact" as a bill making an appropriation or a bill for which any of the following notes are required: fiscal, pension impact, judicial, State debt impact, correctional budget and impact, balanced budget, or housing affordability impact. Effective immediately.
Amends the Code of Civil Procedure. Provides that, in addition to any rights and obligations provided under the federal Servicemembers Civil Relief Act, a creditor shall suspend and defer activity in an action against a defendant who is a person on active military duty stationed out of State. Provides that, whenever it is determined in a proceeding brought by a creditor that the defendant is a person on active military duty stationed out of State, the court must stay the proceedings until after the person is discharged from active duty or after the person, although on active duty, is no longer stationed out of State. Defines "person on active military duty" as a person who is currently serving on active duty as a member of the Armed Forces of the United States, the Illinois National Guard, or any reserve component of the Armed Forces of the United States.
Urges the State Comptroller, in conjunction with the Department of Central Management Services, to submit a report to the General Assembly no later than December 31, 2010 concerning interest penalty payment vouchers submitted to the Comptroller.
Urges the United States Congress to pass legislation to eliminate the required reduction in the amount of combat-related special compensation paid to uniformed service retirees who received combat-related disabilities under Chapter 61 of Title 10 of the United States Code, whose disability is attributed to an injury for which the members were awarded a Purple Heart.
