Amends the Election Code. Specifies that the area on polling place property beyond the campaign free zone that qualifies as a public forum includes immediately adjacent sidewalks and parkways.

Amends the Illinois Vehicle Code. Provides that the Secretary of State shall designate on each driver's license issued a space where the licensee may indicate that he or she has been diagnosed with aphasia.
Amends the Income Withholding for Support Act. Provides that an income withholding notice must state a payor's duties and possible penalties in bold face type. Provides that a payor is subject to a $100 per day penalty if he or she willfully (instead of knowingly) fails to withhold the amount designated in an income withholding notice or to pay any amount withheld to the State Disbursement Unit within 7 business days. Provides that an action to collect a penalty from a payor may not be brought more than one year after the date of the payor's alleged failure to withhold or pay income. Provides that if an obligee who is receiving income withholding payments does not receive a payment required under the income withholding notice, the obligee must give written notice of the non-receipt to the payor. Provides that the notice must include the date on which the obligee believes the payment was to have been made and the amount of the payment and must be sent by certified mail, return receipt requested. Provides that after receiving a written notice of non-receipt of payment, a payor must, within 14 days thereafter, either (i) notify the obligee of the reason for the non-receipt of payment or (ii) make the required payment, together with interest at the rate of 9% calculated from the date on which the payment of income should have been made. Provides that a payor who fails to comply with this provision is subject to the $100 per day penalty provided under the Act. Effective immediately.
Amends the Civic Center Code. Makes a technical change in a Section concerning a civic center authority's power to incur obligations.
Amends the Illinois Roofing Industry Licensing Act. Provides that a building permit applicant must present a government-issued photo identification along with the building permit application and the official issuing the building permit shall maintain a copy of the photo identification in the building permit file. Effective immediately.
Amends the Illinois Vehicle Code. Removes length limits for the distance between the kingpin and the center of the rear axle of a semitrailer longer than 48 feet, in combination with a truck tractor.
Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that beginning 90 days after the effective date of this amendatory Act, (i) no denial of a request for approval for payment of non-emergency transportation by means of ground ambulance service, and (ii) no approval of non-emergency transportation by means of ground ambulance service at a level of service that entitles the ground ambulance service provider to a lower level of compensation from the Department of Healthcare and Family Services than would have been received at the level of service requested by the ground ambulance service provider, may be issued by the Department or its agent except pursuant to criteria established by administrative rules adopted pursuant to the Illinois Administrative Procedure Act. Effective immediately.
Amends the Counties Code and the Illinois Municipal Code. Provides that no county or municipality may prohibit a charitable organization from soliciting for charitable purposes, including solicitations taking place on public roadways from passing motorists, if certain requirements are met. Sets forth requirements regarding the groups involved, applications and liability insurance. Defines "local agency" to mean a municipality, county, special district, fire district, joint powers of authority, or other political subdivision of the State of Illinois. Limits the concurrent exercise of home rule powers. Effective immediately.
