Amends the Emergency Medical Services (EMS) Systems Act. Makes changes in the provision concerning definitions to include "Emergency Medical Services Personnel". Makes changes in the provisions concerning scope of services, Emergency Medical Services (EMS) Regions, Emergency Medical Services (EMS) Systems, the development and content of EMS Region Plans, Emergency Medical Services (EMS) Resource Hospitals, EMS System participation suspensions and due process, the State Emergency Medical Services Disciplinary Review Board, Emergency Medical Services Personnel licensure levels (now Emergency Medical Technician (EMT) licensure), scope of practice, EMS Lead Instructors, Emergency Medical Dispatchers, Trauma Nurse Specialist (TNS) licensure (now certification), Pre-Hospital RNs and Emergency Communications Registered Nurses, Trauma Center designations, Trauma Center misrepresentation, complaint investigations, violations and fines, misrepresentation, falsification of documents, criminal penalties, injunctions, the State Emergency Medical Services Advisory Council, and the State Trauma Advisory Council. Repeals a provision concerning First Responders. Effective on January 1, 2013.

States the intentions of the Illinois House of Representatives to duly consider the ramifications for America's security when taking up issues concerning energy development and our dependence on oil, adopt policies that encourage the growth of the clean-energy sector in order to encourage innovation, create jobs for Illinoisans, and strengthen America's security, and work with the clean energy sector to develop clean energy job training and placement programs for returning veterans. Urges the United States Postal Service to maintain full postal services in the City of Springfield that provide all residents with uniform access to affordable, secure and dependable mail delivery, postal boxes, and related services and to provide meaningful opportunities for public input in the process of studying potential closure or conversion of post offices in the City, including the timely scheduling of public meetings accessible to all residents.
Appropriates $29,000,000 to the Department of Public Health from the Tobacco Settlement Recovery Fund for various purposes. Effective July 1, 2011.
Amends the Code of Criminal Procedure of 1963. Provides that if a defendant suffers from a mental disability and is placed in the custody of the Department of Human Services, the defendant will not be placed in a secure setting if the defendant is charged with a misdemeanor and the Department determines that the defendant could be appropriately placed in a non-secure setting. Effective immediately.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning domestic battery.
