Appropriates $400,000 to the Addison Creek Restoration Commission for the purpose of conducting environmental work, engineering, planning, and community outreach. Effective July 1, 2009.

Amends the Assisted Living and Shared Housing Act. Requires the construction and operation of assisted living establishments to comply with specified requirements of the federal Fair Housing Act and the Illinois Human Rights Act, and permits the Department of Public Health to deny, revoke, suspend, or refuse to renew the license of an assisted living establishment for non-compliance.
Amends the Condominium Property Act. Provides that an association's bylaws restricting the use of the units may include other prohibitions on smoking tobacco products. Effective January 1, 2011.
Amends the Smoke Free Illinois Act. In the provision concerning enforcement and complaints, provides that, notwithstanding any rule to the contrary, the enforcing agency shall be permitted to present evidence at a hearing to contest the imposition of a fine before the Department of Public Health without legal counsel. Effective immediately.
Appropriates $1,200,000 to the Department of Corrections for a grant to the Cook County Sheriff's Office for programs administered through the Department of Women's Justice Services, for the Cook County Residential Treatment and Transition Center for Women. Effective July 1, 2009.
Amends various Acts to abolish the death penalty. Provides that on or after the effective date of this amendatory Act no person may be executed. Requires resentencing of those already sentenced to death. Effective immediately.

Creates the Cigarette Delivery Sales Reporting Act. Imposes reporting requirements on persons who sell cigarettes for delivery by mail or a delivery service. Includes civil penalties for noncompliance. Amends the Cigarette Tax Act and the Tobacco Products Tax Act of 1995. Requires a retailer of cigarettes or tobacco products to obtain a retailer's license from the Department of Revenue; specifies qualifications, fees, and penalties for noncompliance; provides for mandatory suspension or revocation of a retailer's license for repeated violations of the Sale of Tobacco to Minors Act. Also makes changes in definitions, reporting requirements, and civil and criminal penalties. Amends the Illinois Lottery Law, the Department of Revenue Law of the Civil Administrative Code of Illinois, Cigarette Use Tax Act, the Liquor Control Act of 1934, and the Sale of Tobacco to Minors Act to make corresponding changes.
