Congratulates Reginald A. Wright, Jr. on his retirement as Proviso East High School Band Director.

Amends the Line of Duty Compensation Act. Provides that with respect to a law enforcement officer an injury in the active performance of duty includes a self-inflicted injury when a mental health professional establishes that the injury was a result of the officer's active duty service. Effective immediately.

Amends the Public Utilities Act. Makes a technical change in a Section concerning the short title and applicability of the Electric Service Customer Choice and Rate Relief Law of 1997.

Amends the Riverboat Gambling Act. Provides that a supplier shall permanently affix its name or a distinctive logo or other mark or design element identifying the manufacturer or supplier (was, its name) to all its equipment, devices, and supplies for gambling operations. Provides an exception for gaming chips without a value impressed, engraved, or imprinted on it. Allows the Board to waive the requirement for any specific product or products if it determines that the requirement is not necessary to protect the integrity of the game. Provides that items purchased from a licensed supplier may continue to be used even though the supplier subsequently changes its name, distinctive logo, or other mark or design element; undergoes a change in ownership; or ceases to be licensed as a supplier for any reason. Effective immediately

Creates the Nursing Home Residents' Managed Care Rights Act. Contains a short title provision and a provision on findings. Effective immediately.

Creates the Illinois Secure Choice Savings Program Act. Establishes a retirement savings program in the form of an automatic enrollment payroll deduction IRA with the intent of promoting greater retirement savings for private-sector employees in a convenient, low-cost, and portable manner. Creates the Illinois Secure Choice Savings Program Fund consisting of moneys received from enrollees and participating employers. Sets forth the composition of the Board, the Board's duties, and provisions governing risk management, investment firms, and investment options. Provides for employee and employer information packets, as well as program implementation and enrollment. Provides that the State shall have no duty or liability to any party for the payment of any retirement savings benefits accrued by any individual under the Program. Requires annual reports and audits of the Program. Sets forth penalties. Amends the State Finance Act to create the Illinois Secure Choice Savings Program Fund. Effective immediately.

Creates the Water Rate Protection Act. Contains only a short title provision.

Amends the Illinois Vehicle Code. Requires all law enforcement patrol vehicles to be equipped with video recording equipment by July 1, 2014. This equipment must be capable of recording at least 10 hours of video footage and recording sound with the use of a wireless microphone. Patrol vehicles with in-car cameras are required to record when (1) the officer determines an enforcement stop is necessary and shall continue until the enforcement action has been completed, provided that the recording shall include any field sobriety tests administered during a DUI stop, including the administration of a portable breath test; (2) the patrol vehicle emergency lights are activated or when they would otherwise be activated if not for the need to conceal the presence of law enforcement, and shall continue until the reason for the activation ceases to exist, regardless of whether the emergency lights are no longer activated and, in the event of an arrest may not conclude before the subject is transported and leaves the vehicle; (3) the officer reasonably believes recording may assist with prosecution, enhance safety, or for any other lawful purpose and shall continue until the reason for recording ceases to exist. Requires audio and visual recordings of all Illinois Vehicle Code related stops. For DUI related stops, requires video recording of any observation periods, test refusal, and test administration, including those not conducted at the scene of the stop. Requires officers to report any equipment malfunction. Makes any video recording made under this Section subject to the Freedom of Information Act and subpoenas, but allows the department to charge a $25 fee for compliance with any video production request for the purpose of recouping administrative costs. Effective July 1, 2014.

Amends the Charter Schools Law of the School Code. With respect to a lottery to select charter school applicants, requires the lottery to be administered by the authorizer of the charter school. Provides that a charter school waiting list must be centrally administered by the authorizer, prohibits a charter school from creating any admissions process subsequent to a lottery, and, in the event that a student transfers from a charter school, requires the authorizer to inform the next parent or guardian on the waiting list. Provides that if a charter school student transfers from the charter school to another school in the same school district or to a school in a different school district, the charter school shall pay to the school district where the charter school is located the prorated portion of public funding provided for the education of that student. Sets forth provisions concerning educational and charter management organizations, the proper use of funds, and a State Board of Education assessment of the impact of charter schools on the school system and an assessment of whether different categories of students are being equitably and fully served. Provides that charter schools found out of compliance with any reporting required under the Law shall have their share of general State aid withheld and prorated until the reporting is completed.

Amends the Military Veterans Assistance Act. Makes a technical change in a Section concerning the definition of "overseer of military veterans assistance".
