Amends the Counties Code. Makes a technical change in a Section concerning county clerks' fees.

Amends the Illinois Wage Assignment Act. Provides that an employee may revoke a wage assignment at any time by submitting written notice that he or she is revoking the wage assignment to the creditor. Makes corresponding changes.

Creates the Task Force on Police Use of Force. Provides that the Task Force shall: (1) investigate reported instances of police use of force; (2) obtain testimony from persons affected by police use of force; (3) study past and current use of force reporting practices; (4) study past and current use of force training; (5) work in conjunction with and make recommendations to the Illinois Law Enforcement Training Standards Board for suggested revision to existing use of force training and reporting practices; and (6) advise and assist the General Assembly in the passage of laws concerning police use of force training and reporting practices. Provides that the Task Force shall employ skilled experts and receive the cooperation of those State agencies it deems appropriate to assist the Task Force in carrying out its duties. Provides that the members of the Task Force shall serve without compensation but shall be reimbursed for expenses necessarily incurred in the performance of their duties from appropriations made to the Task Force for that purpose. Provides that the Task Force shall hold public hearings and issue a written report of its findings and recommendations to the Governor and General Assembly on or before January 1, 2017. Provides that the Act is repealed on January 15, 2017. Effective immediately.

Amends the School Code. Makes a technical change in a Section concerning the Common School Fund.

Proposes to amend the Revenue Article of the Illinois Constitution. Provides for an additional tax on individuals in an amount equal to 3% of income greater than $1,000,000 for the taxable year. Provides that all revenue collected from the additional tax shall be distributed to school districts solely to provide for full day kindergarten.

Designates the 25th Avenue overpass in Bellwood as the "Mayor Frank A. Pasquale Overpass".

Amends the School Code. Provides that the State Board of Education is, subject to appropriation, authorized to award competitive grants under a Safe Schools and Healthy Learning Environments Program. Provides that under the program, selected school districts must reallocate funding for school-based law enforcement personnel in some or all of their schools to other evidence-based and promising practices designed to promote school safety and healthy learning environments, including, but not limited to, restorative justice programs; increased use of school psychologists, social workers, and other mental and behavioral health specialists; drug and alcohol treatment services; wraparound services for youth; and training for school staff on conflict resolution techniques and other disciplinary alternatives. Provides that the program shall match the amount that is reallocated from school-based law enforcement personnel to alternative methods of addressing student behavior on a dollar-for-dollar basis. Prohibits grant funds from being used to increase the use of school-based security personnel. Provides for an annual report to update progress on the Program. Prohibits arrest or being otherwise cited for a criminal offense committed during school hours while on school grounds, in school vehicles, or at school activities or sanctioned events except in certain circumstances. Effective August 1, 2016.

Amends the Deposit of State Moneys Act. Makes a technical change in a Section concerning investment in minority-owned financial institutions.

Mourns the death of Joseph W. Freelon, the first African American mayor of Maywood.

Amends the Educator Licensure Article of the School Code. Makes changes concerning a provisional in-state educator endorsement on an Educator License with Stipulations, a career and technical educator endorsement on an Educator License with Stipulations, a provisional career and technical educator endorsement on an Educator License with Stipulations, a Substitute Teaching License, a teacher leader endorsement on a Professional Educator License, educator testing, the minimum requirements for educators trained in other states or countries, fees for Substitute Teaching Licenses, and requirements for licensees retiring during a renewal cycle.
