Amends the General Assembly Organization Act. Makes a technical change in a Section concerning the deposit of books, bills, documents, and papers with the Secretary of State.
Amends the Illinois Nuclear Facility Safety Act. Makes a technical change in a Section on legislative findings.
Amends the School Code. Makes a technical change in a Section concerning county board duties.
Creates the Chicago Independent Police Review Commission Act. Provides that the Independent Police Review Authority created under the Municipal Code of Chicago is abolished and that a new State commission is created called the "Chicago Independent Police Review Commission." Provides for the transfer of personnel, property, appropriations, and funds to the Commission. Provides that the Commission shall investigate all officer-involved deaths that involve a police officer employed by the City of Chicago. Provides for election and vacancy appointments of the board of commissioners of the Commission. Provides for the appointment and removal of the chief administrator of the Commission. Further provides for rulemaking authority by the Commission. Limits home rule powers. Amends the State Mandates Act to require implementation without reimbursement.
Amends various Acts relating to the governance of public universities in Illinois. Requires the governing board of each public university to develop and maintain a written policy concerning the credits that the university will award for courses on a joint services transcript. Defines "joint services transcript". Effective January 1, 2017.
Amends the University of Illinois Act, Southern Illinois University Management Act, Chicago State University Law, Eastern Illinois University Law, Governors State University Law, Illinois State University Law, Northeastern Illinois University Law, Northern Illinois University Law, and Western Illinois University Law. Provides that notwithstanding any other provision of law to the contrary, a student who meets the requisite requirements concerning being deemed an Illinois resident for tuition purposes is eligible to apply or receive consideration for any student aid or benefit funded or administered by the State, State agencies, public institutions, or the university, including scholarships, grants, awards, stipends, room and board, tuition waivers, or other financial or in-kind assistance, but excluding Monetary Award Program grants.
Amends the Code of Civil Procedure. Makes changes in Sections governing: interest on judgments; supplementary proceedings; wages subject to collection; summons and issuance for proceedings relating to wage collection orders; employer duties; and personal property exempt from judgment. Adds a Section providing for the upward adjustment of exempted amounts in specified situations. Amends the Illinois Wage Assignment Act. Provides that no assignment of wages earned or to be earned is valid. Repeals the remainder of the substance of the Act. Makes a corresponding change in the Illinois Wage Payment and Collection Act. Effective immediately.
Amends the School Code. Provides that (i) prior to being asked any question or being requested to make any statement while in the presence of a police officer, a student must be informed of the right not to answer any question or to make any statement in the presence of a police officer; (ii) prior to being asked any question or being requested to make any statement while in the presence of a police officer, a student must be informed of the right to have a parent, a guardian, a school social worker, or an attorney present during such questioning or request for a statement; (iii) prior to being asked any question or being requested to make any statement while in the presence of a police officer, a student must be informed that any information given in the presence of a police officer may result in an arrest and in the issuing of a summons and may be used in school discipline and in criminal prosecution; (iv) prior to the presence of a police officer during the questioning of a student or of a request for a statement, the school principal shall approve the presence of the police officer during the questioning of or while making a request for any statement from the student; and (v) prior to the presence of a police officer during the questioning of or while making a request for any statement from a student, a parent or guardian of the student must be given notification of the opportunity to be present during the questioning. Sets forth provisions concerning the notification and tracking and reporting data. Effective July 1, 2015.
Amends the Firearm Concealed Carry Act. Provides that a person shall not carry a concealed firearm onto private real property of any type without prior permission from the property owner. Provides that a real property owner shall indicate permission to carry concealed firearms onto the property by clearly and conspicuously posting a sign at the entrance of a building, premises, or real property under his or her control, except this posting is not required if the property is a private residence. Provides that the sign shall be at least 4 inches by 6 inches in size (rather than exactly that size). Effective immediately.
