Amends the Code of Criminal Procedure of 1963. Provides that when a peace officer discovers the commission of a misdemeanor and is the complaining witness, the signing of the complaint by the peace officer is sufficient to charge the defendant with the commission of the offense without the need for the complaint to be sworn to. Provides that the peace officer signing the complaint is subject to the penalty for perjury for false certification.

Amends the Counties Code. Provides that the county board of any county that establishes a code hearing unit may, by ordinance, establish a fine schedule for code violations. The fine schedule must include (i) a determinate fine for each code violation that may be voluntarily paid by a respondent prior to his or her hearing date and (ii) the fine that may otherwise be imposed for each code violation. Requires that under specified circumstances a violation notice and report form contain the amount of any fine imposed pursuant to a schedule of fines approved by the county board. Provides that, in lieu of a personal appearance at a hearing, a county may provide for the voluntary payment of a determinate fine in accordance with a schedule of fines approved by ordinance. Effective immediately.
Amends the Unified Code of Corrections. Makes a technical change in a Section concerning the supervision of persons on parole or mandatory supervised release.
Amends the State Finance Act to create the Share the Road Fund. Amends the Illinois Vehicle Code. Provides for the issuance of Share the Road license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $22 at original issuance and at renewal. Provides that $17 of the additional original issuance fee and $20 of the renewal fee shall be deposited into the Share the Road Fund. Provides that $5 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation, the moneys in the Share the Road Fund shall be paid as grants to the League of Illinois Bicyclists for educational programs instructing bicyclists and motorists on how to legally and more safely share the roadways.
Amends the War on Terrorism Compensation Act. Includes recipients of the Afghanistan Campaign Medal and the Iraq Campaign Medal to the list of veterans entitled to receive compensation in the amount of $100 for their military service. Effective immediately.
Amends the Unemployment Insurance Act. Makes a technical change in a Section concerning the short title of the Act.
Supports the efforts of Infrastructure Defense Technologies of Belvidere to obtain a $100 million contract with the United States Department of Defense to provide protective barrier materials which will defend and protect the men and women of the United States Armed Forces.
Amends the Military Code of Illinois. Authorizes the Department of Military Affairs, subject to appropriation, to also make grants from the Illinois Military Family Relief Fund to (i) Illinois residents who are active duty members of the armed forces of the United States or members of the reserves of the armed forces of the United States and who are wounded in combat while deployed in support of the global war on terrorism and (ii) the families of those persons. Provides that the Department must establish a casualty-based grant program.
Amends the State Commemorative Dates Act. Provides that Veterans Day honors the victory in all wars of all United States Armed Forces (now, United States Army, Navy, and Air Force).
Amends the Deposit of State Moneys Act. Authorizes investment in repurchase agreements of government securities having the meaning set out in the Government Securities Act of 1986,"as now or hereafter amended or succeeded". Effective immediately.
