Amends the State Employee Article of the Illinois Pension Code. Provides that, for service on or after July 1, 2013, "compensation" does not include any overtime pay payable to an employee for personal services performed in excess of the full normal working period for his or her position. Effective immediately.
Amends the Disabled Persons Rehabilitation Act. Provides that any person providing services as a personal assistant or an individual provider under the Department of Human Services' Home Services Program shall submit to a criminal history background check. Provides that the Department shall promulgate rules that (i) are necessary to implement this provision; and (ii) indicate any condition or circumstance when a personal assistant or individual provider shall be denied employment as a result of the criminal history background check. Defines "individual provider" to mean a person providing services under the Home Services Program who is a personal assistant, registered nurse, licensed practical nurse, certified nurse assistant, occupational therapist, physical therapist, or speech therapist and has been privately hired by the customer.
Amends the Illinois Aeronautics Act. Removes provisions requiring airmen to register a federal license, certificate, or permit with the Division of Aeronautics of the Department of Transportation and receive a State certificate of registration to operate an aircraft within the State. Provides that the Department of Transportation may still suspend or revoke the flying privileges of an airman who (i) is not qualified; (ii) has willfully violated the State or federal laws or regulations pertaining to aeronautics; (iii) is addicted to the use of narcotics or other habit forming drug, or to the excessive use of alcohol; (iv) has made any false statement in an application for registration of a federal aircraft license, certificate, or permit; or (v) has been guilty of other conduct, acts, or practices dangerous to the public safety or the safety of those engaged in aeronautics.
Amends the Property Tax Code. In a Section concerning the Senior Citizens Assessment Freeze Homestead Exemption, provides that the total property tax liability of any property receiving an exemption under this Section may not exceed the total property tax liability for that property in the immediately preceding taxable year, increased by the lesser of (i) 3% or (ii) one-half of the percentage change in the Consumer Price Index for All Urban Consumers, as issued by the United States Department of Labor, during the immediately preceding taxable year. Effective immediately.
Amends the Criminal Code of 2012. Exempts from the statutes concerning unlawful use of weapons and aggravated unlawful use of a weapon in relation to the carrying or possession of a concealed firearm and the carrying or possession of a firearm upon public lands in a municipality, a person licensed under the Real Estate License Act of 2000, as a real estate broker, real estate salesperson, or leasing agent, while actually engaged in the performance of his or her duties. Provides that any person so licensed must have successfully completed a course of study, approved by and supervised by the Department of Financial and Professional Regulation, consisting of not less than 40 hours of training which includes theory of law enforcement, liability for acts, and the handling of weapons.
Amends the Industrial Jobs Recovery Law in the Illinois Municipal Code. Provides that the Department shall submit to the General Assembly a report regarding established redevelopment project areas on or before January 1, 2015. Provides that the authority granted to municipalities to establish redevelopment project areas and to adopt tax increment allocation financing shall expire on January 1, 2016. Effective immediately.
Amends the Higher Education Student Assistance Act. Provides that for the purpose of meeting the definition of "qualified institution" as used in provisions concerning the Monetary Award Program, a for-profit educational organization is an educational organization located in this State if the organization's main campus is physically located in this State.
Amends provisions of the Unemployment Insurance Act concerning an employer's benefit charges. Provides that an employer is not regarded as having caused a claimant to become unemployed by reduction of work offered if: the claimant performed services for the employer in each of the 6 weeks immediately preceding the claimant's current benefit year and those services did not result in the claimant ceasing to be an unemployed individual, and the claimant performed services for the employer in each week of the claimant's current benefit year and those services did not result in the claimant ceasing to be an unemployed individual for more than 2 weeks during the claimant's current benefit year.
Amends the Election Code. Provides that electors of President and Vice-President of the United States shall be chose by congressional district.
Congratulates Carol Johnson on receiving the "2014 Best School Blood Drive Coordinator Award" from the Illinois Coalition of Community Blood Centers.
