Amends the State Employee Article of the Illinois Pension Code. Provides that, for service on or after July 1, 2016, "compensation" does not include any overtime pay payable to an employee for personal services performed in excess of the full normal working period for his or her position. Effective immediately.

Amends the Illinois Vehicle Code. Provides that a court appearance is not required for violating the speed limit in a construction zone.
Amends the Counties Code. Provides that if a County School Facility tax or a County Public Safety tax is imposed, the tax shall be imposed for a period of not less than 5 years but not more than 23 years (currently, no minimum or sunset is required). Amends the Illinois Municipal Code making similar changes to the Municipal Non-Home Rule Sales tax. Effective immediately.
Amends the Illinois Pension Code. With respect to the 5 State-funded Retirement Systems: requires each System to prepare and implement a Tier 3 plan by July 1, 2017 that aggregates State and employee contributions in individual participant accounts which are used for payouts after retirement. Provides that a Tier 1 or Tier 2 participant may irrevocably elect to participate in the Tier 3 plan instead of the defined benefit plan. Authorizes a Tier 1 or Tier 2 participant to elect to terminate all participation in the defined benefit plan and to have a specified amount credited to his or her account under the Tier 3 plan. Until July 1, 2018, authorizes certain Tier 1 participants to elect to have the automatic annual increases in retirement annuity and survivor's annuity calculated using the Tier 2 formula and to have a specified amount credited to his or her account under the Tier 3 plan. Requires each System to report on its progress in establishing the Tier 3 plan to the Governor and the General Assembly by January 15, 2017. Provides that "new benefit increase" does not include any benefit increase resulting from the changes made by the amendatory Act. Repeals certain provisions concerning a defined contribution plan added by Public Act 98-599. In the Downstate Teachers, State Employees, and State Universities Articles, authorizes a person to elect not to participate or to terminate his or her participation in those Systems. In the General Assembly and Judges Articles, authorizes a participant to terminate his or her participation in the System. Makes related changes in the Retirement Systems Reciprocal Act (Article 20 of the Code) and the State Employees Group Insurance Act of 1971. Effective immediately.
Amends the Illinois Municipal Code. Provides that on or after the effective date of this amendatory Act, a municipality may not retroactively bill for unaccounted-for water that predates by more than 2 years the installation of a new meter or repair of an existing meter. Amends the Public Water District Act, the Water Service District Act, the Water Authorities Act, the Water Commission Act, and the Public Utilities Act making similar changes. Effective immediately.
Amends the Election Code. Provides that electors of President and Vice-President of the United States shall be chosen by congressional district. Provides that each congressional district presidential elector shall cast his or her ballot for the Presidential and Vice Presidential candidate who received the highest number of votes in his or her congressional district.
Amends the Criminal Code of 2012. Under certain circumstances, permits a retired law enforcement officer, Attorney General, Assistant Attorney General if authorized by the Attorney General, State's Attorney, assistant State's Attorney if authorized by the State's Attorney, State court judge, or retired State court judge to carry a firearm into any building designated for matters before a Circuit Court, Appellate Court, or the Supreme Court, or any building or portion of a building under the control of the Supreme Court.
Amends the Video Gaming Act. Provides that the governing body of a municipality or a county board of a county in which video gaming has not been prohibited may pass an ordinance to (1) limit the number of video gaming terminals permitted to operate within the boundaries of the municipality or the unincorporated areas of the county and (2) place restrictions on the locations of the video gaming terminals within the boundaries of the municipality or the unincorporated areas of the county, including, but not limited to, requiring a mandatory distance in feet between sets of video gaming terminals. Effective immediately.
Recognizes and celebrates the centennial of the flag of the State of Illinois.
