Amends the Sexual Assault Incident Procedure Act. Provides that a law enforcement officer shall inform a victim of sexual assault or sexual abuse of the right to request that any interview or statement be conducted in the presence of a law enforcement officer of a particular sex or gender, if one is reasonably available. Provides that if a law enforcement officer of the requested sex or gender is not reasonably available, the interview or statement shall proceed without unnecessary delay.

Amends the School Code. In a provision related to student discipline policies and the establishment of a parent-teacher advisory committee, defines "parent-teacher advisory committee" and requires teachers to be selected for a parent-teacher advisory committee in cooperation with the school district's teachers or, if applicable, the exclusive bargaining representative of the district's teachers. In a provision regarding the suspension or expulsion of a student, provides that gross disobedience or misconduct shall be defined by school board policy, in collaboration with the school district's parent-teacher advisory committee.

Amends the Domestic Violence Fatality Review Act. Changes the Statewide Committee quorum from 7 voting members to a simple majority of voting members. Requires that Statewide Committee's annual report is due no later than September 1 instead of March 1 of each year. Requires that the biennial report is due no later than June 1 instead of April 1 of each odd year.

Amends the Rehabilitation of Persons with Disabilities Act. Requires direct service workers employed by the Department of Human Services, or an agency contracted with the Department, to provide services under the Home Services Program to complete at least 2 hours of dementia training at the start of their employment and annually thereafter. Requires the training to cover subjects concerning Alzheimer's disease and dementia, safety risks, and communication and behavior. Requires the Department to provide contractors with dementia training curriculum on the required subjects. Provides that any other laws or rules that impose more rigorous dementia training for direct service workers under the Home Services Program shall apply. Exempts from the training requirements direct service workers who provide proof that they obtained equivalent dementia training in compliance with another law or rule. For personal assistants covered by a collective bargaining agreement, requires the Department to establish, in consultation with the joint training committee created under the collective bargaining agreement, different parameters and specific topics for curriculum covering dementia training.

Amends the Volunteer Emergency Worker Job Protection Act. Provides that employment protections for volunteer emergency workers apply to volunteer emergency workers participating in required training, including a prohibition on termination and penalizing (rather than only termination). Provides that the employer may not require the employee to take vacation time or other compensatory time in order to respond to an emergency or participate in training. Provides that the Act does not apply to any employer that is a municipality with a population of 15,000 or more (currently 7,500 or more). Makes conforming changes.

Amends the Clinical Psychologist Licensing Act. In provisions concerning written collaborative agreements, removes a provision prohibiting a prescribing psychologist from prescribing medications to patients who are less than 17 years of age or over 65 years of age. Provides that no prescriptive authority for any Schedule II opioid shall be delegated. Provides that after the collaborating physician files a notice delegating authority to prescribe any nonnarcotic, nonopioid Schedule II through V controlled substances (rather than any nonnarcotic Schedule III through V controlled substances), the licensed clinical psychologist shall be eligible to register for a mid-level practitioner controlled substance license under the Illinois Controlled Substances Act. Defines "opioid". Makes corresponding changes in the Illinois Controlled Substances Act. Amends the Medical Assistance Article of the Illinois Public Aid Code. Provides that the Department of Healthcare and Family Services shall provide coverage and reimbursement for prescription management services provided by prescribing psychologists for persons who are otherwise eligible for medical assistance under the Article. Effective immediately.

Amends the Department of Human Services Act. Requires the Department of Human Services to revise all Department forms and billing codes to remove the term "mental retardation" and replace it with "intellectual disability".

Amends the Public Utilities Act. Provides that, beginning January 1, 2027, the Illinois Commerce Commission shall maintain a website that details any charges, either required by law or approved by the Commission, that are charged by an electric utility, other than delivery or supply charges. Provides that the website shall include certain information for amounts collected from a charge that are remitted to the State and for amounts collected from a charge that are retained by the electric utility.

Amends the School Code. Beginning with the 2026-2027 school year, requires a school district maintaining any of grades 9 through 12 to provide all eligible students graduating from high school with the opportunity to register to vote. Effective immediately.

Amends the Cook County Sheriff's Merit Board Division of the Counties Code. Provides that all deputy sheriffs shall be not less than 19 years of age at the time of their appointment (rather than 21 years of age or 20 years of age and have successfully completed 2 years of law enforcement studies at an accredited college or university). Increases the probationary period for deputy sheriff appointees to 15 months (rather than 12 months).
