Creates the Illinois Alzheimer's Disease Registry Act. Provides for the creation of the Illinois Alzheimer's Disease Registry under the authority of the Illinois Department of Public Health. Provides that the Registry shall provide a database of individuals with Alzheimer's disease and related dementias. Provides the Department of Public Health with rulemaking powers to establish and operate the Registry in accord with specified responsibilities. Requires the Department of Public Health to provide staff and resources for the Registry. Contains provisions concerning data privacy. Defines terms. Effective immediately.

Amends the Children and Family Services Act. Provides that by January 1, 2016, the Department of Children and Family Services shall convene a multi-disciplinary workgroup to review treatment programs for youth in the Department's care who are victims of sex trafficking and to make recommendations regarding a continuum of care for these vulnerable youth. Requires the workgroup to: (1) review existing models of treatment programs available in the State and outside the State for youth in the Department's care who are victims of sex trafficking and consider whether the programs have been subject to evaluation; (2) evaluate the need for new programs in the State; (3) review existing State laws and rules that permit children to be placed in secured therapeutic residential care; and (4) make recommendations regarding a continuum of care for children in the Department's care who are victims of sex trafficking. Contains provisions concerning the composition of the workgroup and the workgroup's access to certain records and information held by the Department. Requires the workgroup to submit a report on its findings and recommendations to the General Assembly by January 1, 2017. Requires the Department to implement the workgroup's recommendations, as feasible and appropriate, by March 1, 2017 and to submit a report to the General Assembly explaining its decision to implement or to not implement each of the workgroup's recommendations.
Creates the Racial Impact Note Act. Provides that every bill, the purpose or effect of which amends criminal offenses, criminal procedure, or sentencing provisions under the Criminal Code of 2012, the Code of Criminal Procedure of 1963, the Unified Code of Corrections, the Cannabis Control Act, the Illinois Controlled Substances Act, the Methamphetamine Control and Community Control Act, the Methamphetamine Precursor Control Act, or the Methamphetamine Precursor Tracking Act, shall have prepared for it, before second reading in the house of introduction, a brief explanatory statement or note that shall include a reliable estimate of the anticipated impact on: (i) the number of criminal cases per year the bill will affect; (ii) the members of racial minority groups; (iii) the operations of correctional institutions; and (iv) any other matter the Illinois Department of Corrections considers appropriate. Requires the Illinois Department of Corrections to prepare the note. Contains other related provisions regarding the vote on the necessity of the note, comment or opinion regarding the merits of the legislation included in the note, and appearance of State officials and employees in support or opposition of measure.
Creates the Rockford Violent Crime Task Force to: (1) study and determine the causes of violent crime in Rockford and nearby affected communities; (2) study and determine the feasibility of deploying the Illinois State Police to Rockford and nearby affected communities and neighborhoods; (3) develop a comprehensive long-term solution to the effect of violent crime in the Rockford and nearby affected communities; (4) recommend a plan of action to substantially reduce the incidents of violent crime in Rockford and nearby affected communities; and (5) draft any necessary legislation and make any necessary recommendations for appropriations to place the plan of action into immediate effect.
Amends the Property Tax Code. Provides that a taxing district may grant an abatement for property that contains an expanded business facility. Defines "expanded business facility" to include a requirement that the business must create a certain number of new employment positions at the facility. Contains provisions allowing for an enhanced abatement for certain facilities. Amends the Illinois Income Tax Act to create a credit equal to a percentage of the remaining tax liability for the property. Effective immediately.
Amends the Wrongful Tree Cutting Act. Defines "land with a primary purpose of preservation or conservation". Provides that any party found to have intentionally cut or knowingly caused to be cut any timber or tree on land with a primary purpose of preservation or conservation that he or she did not have the legal right to cut or caused to be cut must pay the owner of the timber or tree 3 times stumpage value plus all remediation costs. Provides that nothing in the Act limits the rights provided under other law of an owner of land with a primary purpose of preservation or conservation. Provides that the court may not use the diminution of market value in determining damages. Provides that the court shall allow a plaintiff who prevails to recover the cost of expenses incurred. Makes other changes. Effective immediately.
Amends the Medical Assistance Article of the Illinois Public Aid Code. In a provision concerning managed care organizations (MCOs) contracted with the Department of Healthcare and Family Services to provide health services, requires the Department to develop a procedure no later than January 1, 2017 to directly test the provider network directories submitted to the State by each MCO. Provides that the procedure must directly test the accuracy of the information contained in the provider directories, the ability of prospective patients to obtain an appointment, and the timeliness of appointments offered to prospective patients. Requires the Department to develop the procedure in consultation with MCOs, providers, consumer advocacy organizations, and other relevant stakeholders and to contract with a third party with experience developing or evaluating procedures to directly test Medicaid provider availability and access in Illinois and other states. Sets forth certain provider types the Department is required to test for each MCO and mandatory managed care region, including: (i) primary care; (ii) mental health treatment; (iii) adult specialty; (iv) child specialty; and (v) any additional provider types the Department has reason to believe may not exist in sufficient numbers in one or more mandatory managed care regions. Requires the Department to annually publish the data collected in its External Quality Review Technical Report. Permits the Department to adopt any rules necessary to implement these responsibilities. Effective immediately.
Amends the State Police Act. Provides that the Department of State Police Merit Board shall require that before employment, and after employment on an ongoing basis, Department of State Police officers receive training in human rights including civil rights and in cultural diversity, including racial and ethnic sensitivity, and implicit racial bias. Amends the Illinois Police Training Act. Requires a police officer of a local governmental agency to take courses in human rights and receive ongoing training in human rights including civil rights and in cultural diversity, including racial and ethnic sensitivity, and implicit racial bias. Effective immediately.
Amends the Illinois Income Tax Act. Creates an income tax checkoff to allow taxpayers to make contributions to Special Olympics Illinois and Special Children's Charities. Effective immediately.
Amends the Illinois Educational Labor Relations Act. Makes a technical change in a Section concerning the short title of the Act.
