MILITARY CODE-BILLETING FUND

Amends the Military Code of Illinois and the State Finance Act to create the Illinois National Guard Billeting Fund. Further amends the Military Code of Illinois to provide that the Fund shall be funded from proceeds collected by the Department of Military Affairs incident to billeting operations conducted by the Illinois National Guard at locations within the State. Provides that moneys within the Fund shall be used to pay the expenses of billeting operations not eligible for payment with federal or State appropriated funds. Provides that the Department of Military Affairs shall administer the Fund in accordance with the laws of this State, applicable federal requirements governing the use of such funds, and appropriate rules and procedures established by the Adjutant General. Effective July 1, 2014.

ID AND LICENSES

Amends the Illinois Identification Card Act. Expands the definition of disability to include oncological impairments. Amends the Illinois Vehicle Code. Provides that the Secretary of State may suspend or revoke the driving privileges of a person that has been convicted by a court-martial or punished by non-judicial punishment by military authorities of the United States in another state for a traffic related offense that would be sufficient to merit suspension or revocation of driving privileges under the Illinois Vehicle Code. Removes the ability and requirement of the Secretary State to adopt rules for restricted commercial driver's licenses limited to operation of a school bus, which was replaced by the School Bus Driver's Permit. Effective January 1, 2015.

DENTIST ADMINISTER VACCINES

Amends the Illinois Dental Practice Act. Adds a provision that allows dentists with the appropriate training to administer vaccinations to patients 10 years of age and older pursuant to a valid prescription or standing order of a physician. Provides that vaccinations may only be administered for influenza, hepatitis B, HPV, and shingles. Effective immediately.

CNTY/MUNI-NO TICKET QUOTAS

Amends the Counties Code and the Illinois Municipal Code. Provides that a county or municipality may not require a law enforcement officer to issue a specific number of citations or warnings within a designated period of time. Provides that a county or municipality may not, for purposes of evaluating a law enforcement officer's job performance, compare the number of citations or warnings issued by the law enforcement officer to the number of citations or warnings issued by any other law enforcement officer who has similar job duties. Limits home rule powers. Amends the Illinois Public Labor Relations Act. Provides that it shall be an unfair labor practice to require a peace officer to perform a duty that conflicts with the provisions of this amendatory Act.
