Amends the Property Tax Extension Limitation Law in the Property Tax Code. Requires the corporate authorities of a taxing district that is subject to the Law to adopt a limiting rate by ordinance or resolution if the percentage change in the equalized assessed value of all property within the taxing district during the 12-month calendar year preceding the levy year is less than the percentage change in the Consumer Price Index during that same period of time. Provides that the limiting rate may not exceed the maximum rate permitted under the Property Tax Extension Limitation Law. Contains provisions concerning notice. Provides that the rate extended for the sum of all of the funds included in the taxing district's aggregate extension may not exceed the limiting rate adopted by the taxing district. Effective immediately.

Amends the Department of Human Services Act. Expands the definition of "sexual abuse" to include (i) an employee's actions that result in the sending or showing of sexually explicit images to an individual via computer, cellular phone, electronic mail, portable electronic device, or other media with or without contact with the individual or (ii) an employee's posting of sexually explicit images of an individual online or elsewhere whether or not there is contact with the individual. Defines "sexually explicit images" to include, but not be limited to, any material which depicts nudity, sexual conduct, or sado-masochistic abuse, or which contains explicit and detailed verbal descriptions or narrative accounts of sexual excitement, sexual conduct, or sado-masochistic abuse.
Amends the Illinois Estate and Generation-Skipping Transfer Tax Act. Provides that, for persons dying on or after January 1, 2017, the exclusion amount shall be the applicable exclusion amount under the Internal Revenue Code. Effective immediately.
Amends the Workers' Compensation Act. Makes a technical change in a Section concerning the determination of questions by the Illinois Workers' Compensation Commission.
Amends the Supreme Court Act. Makes a technical change in a Section concerning the powers of the Court.
Amends the Environmental Protection Act. Makes a technical change in a Section concerning the short title.
