Amends the Attorney General Act. Makes a technical change in a Section concerning the Attorney General's oath and bond.

Creates the Illinois State Diabetes Commission Act. Establishes the Illinois State Diabetes Commission. Sets forth term lengths of members and provides that members shall be reimbursed only for reasonable and necessary expenses. Requires the Department of Public Health to provide administrative support for the Commission. Sets forth duties of the Commission. Permits the Department to accept on behalf of the Commission any federal funds or gifts and donations from individuals, private organizations, and foundations. Repeals the Act on January 1, 2010. Effective November 1, 2006.
Amends the Criminal Code of 1961. Makes a technical change in a Section concerning deceptive collection practices.
Authorizes the Department of Natural Resources to convey certain land in McHenry County to the Village of Spring Grove. Effective immediately.
Recognizes Dr. Santo L. Ruggero, M.D., for 40 years of service on the McHenry County Board of Health.
Recognizes the members of the Northern Illinois Parrot Head Club for their generous contributions to multiple charitable organizations.
Amends the Animal Control Act. Requires owners of dangerous and vicious dogs to maintain liability insurance for damage, injury, and death caused by the dog. Requires that a dog's breed be considered in the determination of the dog as dangerous or vicious if the dog is of a breed presumed to be a dangerous or vicious breed. Authorizes municipalities and other political subdivisions to ban those breeds and to regulate dogs by breed. Changes the physical requirements for keeping dangerous and vicious dogs. Beginning January 1, 2007, creates, and changes the penalties for existing, offenses with respect to dangerous and vicious dogs. Effective immediately.
Amends the Ticket Scalping Act. Makes a technical change in a Section concerning service charges.
Congratulates Dennis G. Smith, Executive Director of the McHenry County Mental Health Board, on his retirement and thanks him for his many years of public service.
Congratulates Mildred "Milly" Ruth, Grafton Township Supervisor, on her retirement.
