Amends the Illinois Municipal Code. Provides that the corporate authorities of 2 adjacent municipalities may, by intergovernmental agreement, divide the proceeds of certain retailers' occupation taxes between them. Effective immediately.

Amends the Mobile Home Park Act. Makes a technical change in a Section concerning the findings of the General Assembly.
Creates the Manufactured Housing Buyer Protection Act. Provides that, if, after a reasonable number of attempts, the seller of a manufactured housing unit is unable to conform the manufactured housing unit to any of its applicable express warranties, then the manufacturer must either provide the consumer with a new manufactured housing unit of like model line, if available, or otherwise a comparable manufactured housing unit as a replacement, or accept the return of the manufactured housing unit from the consumer and refund to the consumer the full purchase price or lease cost of the new manufactured housing unit, including all collateral charges, less a reasonable allowance for consumer use of the manufactured housing unit, but only when the consumer has first resorted to an informal settlement procedure applicable to such disputes. Provides that persons electing to proceed and settle under the Act are barred from a separate cause of action under the Uniform Commercial Code. Provides guidelines for commencement of such actions. Requires the seller who sells a new manufactured housing unit to a consumer, upon delivery of that manufactured housing unit to the consumer, to provide the consumer with a written statement clearly and conspicuously setting forth in full detail the consumer's rights under specified provisions of the Act. Makes the Act applicable to manufactured housing sold after the effective date of this Act.
Amends the Property Tax Code concerning the valuation of land encumbered by conservation rights. Provides that land that is certified by the Department of Natural Resources as contributing to the groundwater recharge potential of an aquifer is considered to provide a demonstrated public benefit. Effective immediately.
Creates the State Operations Continuity Act. Provides that if appropriations and reappropriations for a State fiscal year are not law by July 1 of the fiscal year, then appropriations and reappropriations in the same amount as those for the previous fiscal year become those for the current fiscal year. Contains other provisions. Effective immediately.
Amends the Regional Transportation Authority Act. Provides that the Chairman of the Suburban Bus Board may be appointed only at a meeting of qualified electors at which all individuals qualified to serve as electors have been invited to be present by a letter transmitted by certified mail from any other elector stating that a ballot for Chairman will be held at the meeting.
Amends the Home Rule Municipal Retailers' Occupation Tax Act in the Illinois Municipal Code. Makes a technical change in a Section authorizing the imposition of the tax.
Amends the Counties Code and the State Finance Act. Creates the Local Transportation Match Fund. Provides that a county may, by ordinance, direct that the taxes and penalties collected for specified purposes in the Counties Code (the County Option Motor Fuel Tax and the Special County Retailers' Occupation Tax for Public Safety or Transportation) be deposited into the Fund. Provides that moneys in the Fund shall be used for federal matching funds for participating counties. Effective immediately.
Amends the Pawnbroker Regulation Act. Provides that every pawnbroker with a secondary outlet for selling goods, articles, and other things purchased or received shall also record in his or her standard record book, and report to local law enforcement or the Illinois State Police, an accurate account and description, in the English language, of all goods, articles, and other things purchased or received, including the time of such purchase or receipt and the name and address of the person or business that sold or delivered such goods, articles, or other things to the pawnbroker. Provides that no entry in a standard record book shall be erased, mutilated, or changed. Provides that for the purposes of the provision, "secondary outlet" includes, but is not limited to, any e-commerce Internet website or Internet auction medium.
Amends the Water Authorities Act. Makes a technical change in a Section containing the short title.
