Amends the State aid formula Section of the School Code. Makes a technical change in a provision concerning equalized assessed valuation data.

Amends the Election Code. Prohibits (i) labor organizations that represent public employees of the State and (ii) political action committees affiliated with those labor organizations from making campaign contributions to political committees established to promote the candidacy of a declared candidate for statewide office or a statewide officeholder. Effective immediately.
Amends the Property Tax Code. In a Section concerning the Senior Citizens Assessment Freeze Homestead Exemption, provides that the definition of "household income" does not include any amount paid by the household during the taxable year to a life care facility, as defined in Section 2 of the Life Care Facilities Act, for the care of any member of the household. Requires the Department of Revenue to establish a method for verifying the validity of any expense paid to a life care facility.
Amends the Legislative Commission Reorganization Act of 1984. Creates the General Accounting Office as a legislative support services agency. Provides that the Office shall conduct a thorough review of each State executive branch program with respect to its relevance, efficiency, and effectiveness in obtaining the results required by, or achieving the goals expressed in, the statutes relating to the program. At least annually and also whenever appropriate or required by the circumstances, requires the Office to submit written reports to the General Assembly describing the Office's review of those programs and recommending, without limitation, elimination of any programs that are obsolete or not relevant, efficient, or effective; consolidation of duplicative programs; and steps to improve a program's relevance, efficiency, and effectiveness. Requires the Auditor General and all State agencies to cooperate with and provide requested information to the Office so that the Office can perform its functions and duties.
Creates the Truth in Accounting Act of 2010 and amends the State Comptroller Act and the Commission on Government Forecasting and Accountability Act. Prohibits the General Assembly from passing appropriation bills until it adopts a joint resolution reflecting for that fiscal year the State's estimated income, balance sheet, cash flow, and surplus or deficit. Requires the Commission's annual March estimates to include the State's estimated income, balance sheet, cash flow, and surplus or deficit, based on full accrual accounting standards developed by the Governmental Accounting Standards Board. Requires electronic publication of appropriation bills and amendments before legislative committee consideration or General Assembly passage. Provides that the State's financial accounting and reporting standards shall comply with full accrual accounting standards developed by the Governmental Accounting Standards Board. Requires the Comptroller to publish a Consolidated Annual Financial Report based on full accrual accounting principles. Effective immediately.
Amends the Humane Care for Animals Act. Makes a technical change in a Section concerning the short title.
Amends the Property Tax Code concerning the valuation of land encumbered by conservation rights. Provides that land that is certified by the Department of Natural Resources as contributing to the groundwater recharge potential of an aquifer is considered to provide a demonstrated public benefit. Effective immediately.
Amends the Illinois Vehicle Code. Provides that every driver and passenger (rather than every driver, front seat passengers, and certain passengers under the age of 19) of a motor vehicle operated on a street or highway of this State must wear a properly adjusted safety belt, with specified exceptions.
Amends the Illinois Housing Development Act. Provides that the Authority must use at least $1,000,000,000 of its borrowing authority to refinance residential adjustable-rate mortgages with increased interest rates that take effect within 5 years after the effective date of the amendatory Act. Provides that the Authority must work with entities in the private sector to make and manage the loans. Effective immediately.
