Amends the Department of Commerce and Economic Opportunity Law. Provides that the Department shall offer to provide and provide the Department's expertise to regional and local economic development authorities.

Amends the Illinois Public Aid Code. Provides that an individual's assets to be disregarded in determining eligibility for Medicaid include the assets the individual owns at the time the individual applies for Medicaid if (i) the individual is the beneficiary of a qualified long-term care insurance policy that provides maximum benefits of at least $200,000 and includes a provision under which the daily benefit increases by at least 5% per year beginning January 1, 2006, compounded at least annually, and (ii) the individual has exhausted the policy's benefits.
Amends the Electric Service Customer Choice and Rate Relief Law of 1997 in the Public Utilities Act. Creates the Illinois Residential Rate Relief Act. Requires an electric utility, based on the number of residential customers, to provide a rate phase-in plan to residential customers for the period subsequent to the mandatory transition period. Provides that unrecovered costs of purchasing power and energy to serve residential customers during the period between January 2, 2007 and December 31, 2009 may be deferred for future recovery. Provides that the deferred amounts shall be recovered over a 3-year period beginning in calendar year 2010 and ending in calendar year 2012 for those customers who are part of the rate phase-in plan. Requires electric utilities, based on the number of residential customers, to contribute money toward energy efficiency programs, the purchase of renewable energy, assistance for senior citizens, and bill assistance to low-income customers. Provides that an electric utilities may not increase the electric rates, defer costs, or charge interest to residential customers that were customers prior to July 1, 2006, of all electric home service. Provides that residential customers of all electric home service shall be eligible for the rate phase-in plans beginning in calendar year 2008. Effective immediately.
Appropriates $7,500,000 from the General Revenue Fund to the Illinois Comprehensive Health Insurance Plan Board for its operating expenses. Effective July 1, 2005.
Amends the Blood Donation Act. Provides that a person under 18 years of age, unless emancipated, may donate blood by apheresis only with written permission or authorization from his or her parent or guardian.
Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Provides that the Department shall establish, at least annually, trade meetings in areas of the State where an international business center is located to assist Illinois businesses to connect with their trade offices. Sets forth certain requirements for these trade meetings.

Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Authorizes the Department of Commerce and Economic Opportunity to establish and maintain a pilot program to provide for and test the use of lifelong learning accounts for workers in the State's healthcare sector. Sets forth requirements for the program, including matching grants for employer and employee contributions into an employee's lifelong learning account. Provides that the program is discretionary on the part of the Department and is subject to appropriation. Effective immediately.
Amends the Illinois Vehicle Code. Provides that any person 61 years of age or older applying at a driver services facility for renewal of his or her driver's license shall be provided, without charge, with a brochure warning the person of the dangers of financial identity theft. Provides that the Secretary of State shall prepare these brochures in consultation with the Department of Financial and Professional Regulation. Establishes requirements for the content of the brochures. Provides that the Secretary shall adopt rules for implementing the new provision.
