Amends the Respite Program Act. Makes a technical change in a Section concerning the establishment of respite projects.

Amends the Illinois Income Tax Act. Provides that, beginning with taxable years ending on or after December 31, 2003, each taxpayer that is an employer is entitled to an income tax credit in the amount of 50% of the salary or wage costs incurred in granting paid family leave to any employee, not to exceed $2,000 per employee per year. Provides that the tax credit may be carried forward for 5 taxable years. Exempts the credit from the sunset provisions of the Act.
Amends the Partnership for Long-Term Care Act. Provides that in anticipation of changes in federal provisions related to the granting of waivers, the Department of Public Aid must file a waiver request to implement the asset protections contained in the Act within 6 months after the effective date of this amendatory Act. Effective immediately.
Amends the Illinois Finance Authority Act. Makes technical changes to a Section concerning definitions.
Amends the Illinois Municipal Code. Provides that the corporate authorities of any municipality in this State may impose a use tax on the act or privilege of using or consuming gas within the corporate limits of that municipality that is purchased in a sale at retail. Provides that these provisions do not authorize the imposition of a tax on the occupation of distributing, supplying, furnishing, selling, or transporting gas and that this tax may be levied only if the municipality does not then have in effect an occupation tax imposed on persons engaged in the business of distributing, supplying, furnishing, or selling gas. Provides that the rate of the use tax on gas imposed on a retail purchaser by a municipality under this Section shall not exceed $0.02 per therm of gas used or consumed. Authorizes a reduction of or exemption from the tax for persons 65 years of age or older.
Amends the School Code. Creates the Professional Teacher Standards Board consisting of 11 members appointed by the Governor to administer the Article of the School Code governing the certification of teachers and other certificated school personnel and the approval of teacher and administrator preparation programs. Gives the Professional Teacher Standards Board all powers and duties currently exercised by the State Board of Education and the State Teacher Certification Board with respect to administration of the certification and program approval process, and abolishes the State Teacher Certification Board. Authorizes the Professional Teacher Standards Board to employ an Executive Director and such other staff members as are necessary to exercise its powers and duties and carry out its functions. Provides that a Standard Certificate may be renewed based on proof of professional development (instead of on proof of continuing education or professional development). Makes other changes. Effective July 1, 2003.
Amends the State Finance Act. Makes technical changes in a Section concerning the short title.
Amends the Illinois Vehicle Code. Provides that tow trucks are permitted to use red oscillating, rotating, or flashing lights in the same manner they are permitted to use amber lights of that type. Provides that the red lights may be used either alone or in combination with amber lights.

Amends the State Employees Group Insurance Act of 1971. Permits long-term health care entities to provide their employees and annuitants, and their dependents, group health insurance coverage through participation in the State employee group health insurance program. Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Requires that the Director of Public Health serve as (i) coordinator of loan forgiveness, grant, tuition waiver, and training programs for long-term health care workers and (ii) a clearinghouse for information on programs available to those workers. Effective immediately.
