Amends the Property Tax Code. In the Senior Citizens Assessment Freeze Homestead Exemption, increases the maximum income limitation from $55,000 to $75,000 for applicants who have occupied the residence for at least 5 years. Effective immediately.

Amends the Unified Code of Corrections. Provides that the Director of Corrections shall provide the Governor with monthly written reports, and the General Assembly with an annual written report, on the award of good conduct credit for meritorious service. Provides that these reports must include: (1) the number of inmates awarded good conduct credit for meritorious service; (2) the jurisdictions from which these inmates were committed and into which they were or will be released; (3) the average amount of good conduct credit for meritorious service awarded; (4) the holding offenses for good conduct credit for meritorious service awardees; and (5) the number of good conduct credit for meritorious service revocations. Provides that as to both reports, the Department of Corrections must publish the reports on its website within 48 hours of transmitting them to the respective parties. Effective immediately.
Amends the Unemployment Insurance Act. Provides that an individual may voluntarily elect to have current child support payments deducted and withheld from his or her unemployment insurance benefit payments, and that the Director of Employment Security shall adopt rules for the implementation of the new provision.
Amends the Unified Code of Corrections. Provides that the Director of Corrections shall not award good conduct credit for meritorious service to an inmate unless the inmate has served a minimum of 60 days in the custody of the Department of Corrections. Effective immediately.
Amends the Plat Act. States that "provided the parcels, tracts, or lots created through a division, conveyance, exchange, or sale of land comply with the locally adopted zoning and subdivision ordinance", or "as otherwise provided in" provisions requiring the recording of a plat made by an Illinois Registered Surveyor of a parcel or tract of land that is otherwise exempt from the plat provisions of the Act, the provisions of the Act do not apply and no subdivision plat is required in specified instances. Effective immediately.
Amends the Property Tax Code. Requires that certificates of error be issued if an owner fails to file an application for any homestead exemption under Article 15 during any of the 3 previous assessment years and he or she qualifies for the exemption. Effective immediately.

Amends the Code of Criminal Procedure of 1963. Provides that in a criminal prosecution in which the defendant is accused of an offense of driving under the influence or aggravated driving under the influence of alcohol, other drug or drugs, intoxicating compound or compounds or any combination thereof, evidence of the defendant's commission of another offense or offenses of driving under the influence or aggravated driving under the influence of alcohol, other drug or drugs, intoxicating compound or compounds or any combination thereof is admissible, and may be considered for its bearing on any matter to which it is relevant. Provides that the court shall weigh the probative value of the evidence against undue prejudice to the defendant. Establishes notice requirements if the prosecution intends to offer this evidence. Effective immediately.
Amends the Property Tax Code. Provides that the corporate authorities of a municipality that establishes a special service area may petition the circuit court to disconnect territory from the special service area. Effective immediately.
Amends the Illinois Municipal Code. Provides that, if specified territory containing 60 acres or less is to be annexed by a municipality and lies within the unincorporated area of a county, then the annexing municipality shall give at least 10 days' prior written notice of the time and place of the passage of the annexation ordinance to the corporate authorities of the county where the territory to be annexed lies. Makes revisory changes. Effective immediately.
