PROP TX-EXEMPTIONS

Amends the Property Tax Code. Provides that if the Department of Revenue determines that any property has been unlawfully exempted from taxation for any year prior to the current assessment year, then that property is considered to be omitted property and may be assessed as set forth under certain provisions of the Code. Effective immediately.

CONSTRUCTION BONDS

Amends the Public Construction Bond Act. Provides that refund of a cash bond is subject to satisfaction of the requirements of the bond. Provides that bonds, irrevocable letters of credit, surety bonds, and letters of commitment are deemed to contain undertakings set forth in the Act and persons furnishing material or performing labor have a right to sue thereon.

PUB HLTH-MOLD REMEDIATION REG

Amends the Mold Remediation Registration Act. Provides that the Department of Public Health must (instead of may) adopt rules to implement a program for parties that provide mold remediation services to register with the State. Provides that the Department must submit emergency rules to the Joint Committee on Administrative Rules to implement the registration of mold remediation professionals. Provides that the Department may charge a registration fee to cover the costs of administering and enforcing the Act. Provides that moneys collected pursuant to the registration of mold remediation professionals shall be deposited into the Mold Remediation Registration Fund. Amends the State Finance Act to create the Mold Remediation Registration Fund.

PROP TX-ASSESSMENT DATA

Amends the Property Tax Code. Provides that, in counties with 75,000 or more inhabitants, the chief county assessment official shall publish on the county's Internet website all residential assessment data for each parcel of property in the county. Effective immediately.

COURT CLERK-CT INTERPRETER FEE

Amends the Clerks of Courts Act. Provides that the clerk of the circuit clerk, if authorized by an ordinance of the county board, may collect a fee of up to $10 for court interpreter services, in addition to other fees or costs allowed or imposed by law, in all criminal and quasi-criminal cases from each person convicted or sentenced to supervision in a case arising from a felony, misdemeanor, business offense, or petty offense complaint or arising from a minor traffic or ordinance violation. Provides that the fee shall be deposited into a separate Court Interpreter Services Fund, of which the chief judge shall be the custodian, to be used to maintain court interpreter services. If this fee is collected, 10% shall be deposited into the Circuit Court Clerk Operation and Administrative Fund. Effective June 1, 2011.

CRIM ID-EXPUNGEMENT&SEALING

Amends the Criminal Identification Act. Provides that records may not be expunged or sealed until the statute of limitations for the offense for which the petitioner seeks expungement or sealing of his or her records has expired unless the State's Attorney of the county where the charges were brought authorizes or agrees to the expungement or sealing of the records and files a statement to that effect with the court before the court grants the petition for expungement or sealing of the petitioner's records.

HUMAN RIGHTS-FILING FEE

Amends the Illinois Human Rights Act. Provides that the Department of Human Rights must charge the complainant a fee of $100 for filing a charge, that the fee must be paid in advance, and that it may not be waived. Provides that if a complainant who has filed a charge with the Equal Employment Opportunity Commission notifies the Department of his or her decision to proceed with the Department, the Department shall charge the complainant the filing fee and the Department shall close the case if the complainant does not pay the filing fee. Provides that no filing fee may be imposed when a charge is issued by the Department itself under the signature of the Director of Human Rights. Provides that the Department may not charge a respondent a filing fee for filing a response, appearance, or other pleading. Provides that the Human Rights Commission, upon finding a civil rights violation, may direct the respondent to pay the amount of the filing fee to the complainant.

INFCTS DISEASE NOTIFICATION

Creates the Infectious Disease Notification Act. Provides that if a victim of an emergency is transported by emergency response employees to a medical facility and the medical facility makes a determination that the victim has an airborne infectious disease or any other communicable disease, then the medical facility shall notify the designated officer of the emergency response employees. Provides that if a victim of an emergency is transported by emergency response employees to a medical facility and the victim dies at or before reaching the medical facility, the medical facility shall notify the designated officer of the emergency response employees of any determination that the victim had an airborne infectious disease or communicable disease. Sets forth procedures for requesting notification from a medical facility. Provides that the Department of Public Health shall adopt rules that it deems necessary for the efficient administration of the Act. Provides that to the extent that the provisions of this Act conflict with any provision of the AIDS Confidentiality Act, the provisions of the AIDS Confidentiality Act shall control.
