Amends the Illinois Pension Code. Specifies that, when a new downstate firefighter pension fund is created for firefighters previously under IMRF, the affected firefighters receive creditable service in the new pension fund for service credits transferred from IMRF to the new pension fund. Amends the State Mandates Act to require implementation without reimbursement. Effective immediately.

Amends the Illinois Physical Therapy Act. Makes a technical change in a Section concerning the renewal of licenses.
Amends the Illinois Municipal Code. Provides that an objector to proposed annexation may file a petition objecting to the annexation if the objector does not desire annexation and if the exclusion of all or a specifically described portion of the objector's land will not destroy the contiguity of the territory that is proposed to be annexed, provided that the objector may also or instead propose the annexation of other territory owned by the objector in order to maintain contiguity. Provides that the court hearing an objection to an annexation petition based on this new ground, upon finding the objection is valid, may order the petition to be amended to alter the boundaries of the territory to be annexed in accordance with those provisions. Effective immediately.
Amends the Illinois Vehicle Code. Provides that the Department of Transportation may furnish to any person or entity in bulk electronic form copies of accident records from which any personally identifying information has been removed, if the person or entity has stated in writing that the records will be used only for identifying vehicles that have been involved in accidents or damaged and not for identifying individuals.
Amends the Illinois Vehicle Code. Provides that the commercial distribution fee that is charged in addition to a truck weight tax may be paid in up to 6 monthly installments, beginning on December 1 of each calendar year and ending on May 1 of each next calendar year. Effective immediately.
Authorizes the Director of Corrections to convey a permanent exclusive easement to the City of St. Charles, lessees of the City of St. Charles, and public utility companies with respect to specified land in Kane County. Contains findings. Effective immediately.
Amends the Criminal Code of 1961. Provides that the Department of State Police shall publish a list of handguns having a barrel, slide, frame or receiver that is a die casting of zinc alloy or any other nonhomogeneous metal which will melt or deform at a temperature of less than 800 degrees Fahrenheit. Provides that a building used for the unlawful sale of firearms may be abated as a public nuisance only if the person using the building for the unlawful sale has been convicted of the offense and the Department of State Police has published the list of prohibited firearms. Effective immediately.
Amends the Liquor Control Act of 1934. Defines "alcoholic beverages" to mean the same as "alcoholic liquor". Defines "licensed premises" as a place or location in Illinois where alcoholic liquor is manufactured, stored, displayed, or offered for sale or where drinks containing alcoholic liquors are mixed, concocted, and served for consumption. Provides that a distributor's license allows the wholesale purchase or storage of alcoholic liquors at a licensed premises. Effective immediately.
Amends the Pyrotechnic Operators Licensing Act. Makes a technical change in a Section concerning the licensure requirements and fees.
Amends the Unified Code of Corrections. Provides that a person convicted of aggravated discharge of a firearm, whether or not the conduct leading to conviction for the offense resulted in great bodily harm to the victim, may only receive a maximum of 4.5 days of good conduct credit for each month of his or her sentence of imprisonment. Effective immediately.
