Amends the Public Utilities Act. Makes a technical change in a Section relating to local exchange telecommunications service.
Amends the Election Code. Makes a technical change in a Section of the campaign finance Article concerning definitions.
Amends the Property Tax Code. Provides that, beginning with the 2009 assessment year and unless otherwise stated, the maximum amount of each homestead exemption is increased over the maximum amount of that exemption for the prior year by an amount equal to the annual rate of increase, for the previous calendar year, of the Consumer Price Index for All Urban Consumers for all items, published by the United States Bureau of Labor Statistics. Effective immediately.
Amends the Property Tax Code. In the Senior Citizens Assessment Freeze Homestead Exemption, increases the maximum income limitation from $55,000 to $75,000 for applicants who have occupied the residence for at least 5 years. Effective immediately.
Opposes the imposition of a payroll tax on Illinois employers.
Amends the Public Utilities Act. Provides that any gas utility may enter into a contract for up to 20 years of supply with any company for the purchase of synthetic natural gas (rather than a 20-year supply contract with any company for synthetic natural gas) produced from coal through the gasification process if the company has commenced construction of a coal gasification facility by July 1, 2009 (rather than July 1, 2008). Makes changes in factors used to determine whether the cost for synthetic natural gas is reasonable and prudent. Effective immediately.
Amends the Election Code. Makes a technical change in a Section concerning the short title.
Urges the Department of Health to provide for the reporting and recommendations originally called for in the Alternative Health Care Delivery Act.
Amends the Right to Privacy in the Workplace Act. Repeals provisions added by Public Act 95-138 that prohibited employers from enrolling in any Employment Eligibility Verification System, including the Basic Pilot program, unless specified conditions were met. Effective immediately.
