ELEC CD-STATEWIDE VOTER DATA

Amends the Election Code. Requires that information on the State Board of Elections' centralized statewide voter registration information website be accessible to federal political committees as well as State and local political committees and certain governmental entities. Requires the State Board to make copies of the electronic information available to those committees and entities at their request and for a reasonable charge.

PROP TX-ASSESSMENTS

Amends the Property Tax Code. Requires that certificates of error be issued if an owner fails to file an application for any homestead exemption under Article 15 during any of the 3 previous assessment years and he or she qualifies for the exemption. Effective immediately.

PROP TX-EXEMPTIONS

Amends the Property Tax Code. Provides that if the Department of Revenue determines that any property has been unlawfully exempted from taxation for any year prior to the current assessment year, then that property is considered to be omitted property and may be assessed as set forth under certain provisions of the Code. Effective immediately.

USE & OCC TX-HYBRID CARS

Amends the Use Tax Act, the Service Use Tax Act, the Service Occupation Tax Act, and the Retailers' Occupation Tax Act. Provides that, beginning on the effective date of this amendatory Act and through June 30, 2013, hybrid vehicles and components for hybrid vehicles are exempt from taxation under the Acts. Effective immediately.

INC TAX-CREDITS

Amends the Illinois Income Tax Act. Increases the amount of the earned income tax credit from 5% of the federal credit to: (i) 7.5% of the federal tax credit for taxable years ending in calendar year 2007; and (ii) 10% of the federal tax credit for taxable years ending in calendar year 2008 or thereafter. Effective immediately.

AUTOMATIC TELEPHONE DIALERS

Amends the Automatic Telephone Dialers Act. Prohibits using an autodialer to contact a subscriber in this State by means of a telephone or telephone line except in accordance with the Act. Prohibits using an autodialer to contact a subscriber in this State who has registered with the Illinois Restricted Call Registry. Prohibits using an autodialer unless the subscriber has knowingly requested, consented to, permitted, or authorized receipt of the message or the message is immediately preceded by a live operator who obtains the subscriber's consent before the message is delivered. Makes exceptions for autodialer calls from: a public safety agency notifying a person of an emergency; a school district to a student, a parent, or an employee; a subscriber with whom the caller has a current business relationship; or an employer advising an employee of a work schedule. Repeals exemptions for specified types of telephone calls. Makes other changes.

COLLAR CNTY SPORTS FACILITIES

Creates the Collar Counties Sports Facilities Authority Act. Creates the Collar Counties Sports Facilities Authority. Sets forth the membership of the Board and the terms of the Board members. Gives the Authority certain powers, including the power to issue bonds and impose certain taxes. Provides that the territory of the Authority shall be coterminous with the boundaries of Kane, Lake, McHenry, DuPage, and Will Counties. Contains other provisions.
